Su trabajo cotidiano fundamenta y asegura el trabajo de todos los demás miembros de la comunidad universitaria, que debe realizarse siempre dentro del máximo respeto a la ley. Por ello, creo que debemos agradecer su preocupación por mejorar su preparación, su implicación en la mejora de su trabajo, de la que las reuniones periódicas y reiteradas, como la que ha dado lugar al conjunto de trabajos que constituyen el libro, al que estas líneas sirven de prólogo. Para mí es un honor y una satisfacción haber aceptado la invitación de escribirlo. Esta recopilación de trabajos del "VIII Seminario sobre aspectos jurídicos de la gestión universitaria" contiene un conjunto de estudios y reflexiones sobre algunos de los temas más relevantes que determinan o han de determinar una parte relevante de las actividades universitarias en áreas de importancia. El tema del urbanismo universitario, por ejemplo, es uno de los temas capitales, sobre todo para las universidades de más reciente creación, como es el caso de la nuestra, y para todas, en cuanto que actualmente las universidades españolas están inmersas en su práctica totalidad, en la construcción y desarrollo de sus parques científicos y/o tecnológicos. Este tema se liga por razones obvias con los de la nueva Ley de Contratos Públicos y con el de las empresas de base tecnológica. Naturalmente, la Ley de Contratos Públicos abarca muchos más aspectos de la acción universitaria, sobre todo las que se refieren a las infraestructuras, a su gestión y mantenimiento, a la adquisición de recursos docentes y de investigación, y a un largo etcétera de cuestiones que se nos plantean en el día, más o menos problemáticas, pero siempre existiendo solución, y solución acertada. Finalmente, se completa la serie de trabajos con dos temas distintos pero también importantes en el quehacer de la gestión cotidiana de la universidad, la de sus reglamentos y el problema del mobbing que desgraciadamente cada día preocupa más. Creo que este conjunto de reflexiones serán de la mayor utilidad para todos los que se dedican a la gestión universitaria. Por ello, me permito felicitar a todos los autores y a los coordinadores de la obra, por su trabajo plasmado en este volumen, y por el éxito de su "VIII Seminario sobre aspectos jurídicos de la gestión universitaria", que tuvimos el honor de albergar en la Universidad "Miguel Hernández" de Elche.
