Book excerpt: This critical text is a timely ethnography of how global powers, local resistance, and capital flows are shaping contemporary African foodways. Ghana was one of the first countries targeted by a group of US donors and agribusiness corporations that funded an ambitious plan to develop genetically modified (GM) crops for African farmers. The collective believed that GM crops would help farmers increase their yields and help spark a “new” Green Revolution on the continent. Soon after the project began in Ghana, a nationwide food sovereignty movement emerged in opposition to GM crops. Today, in spite of impressive efforts and investments by proponents, only two GM crops remain in the pipeline. Why, after years of preparation, millions of dollars of funding, and multiple policy reforms, did these megaprojects effectively come to a halt? One of the first ethnographies to take on the question of GM crops in the African context, We Are Not Starving: The Struggle for Food Sovereignty in Ghana blends archival analysis, interviews, and participant observation with Ghanaian scientists, farmers, activists, and officials. Ultimately the text aims to illuminate why GM crops have animated the country and to highlight how their introduction has opened an opportunity to air grievances about the systematic de-valuing and exploitation of African land, labor, and knowledge that have been centuries in the making.

It places consumer subsidies in a broader social protection framework and compares them with poverty-focused programmes in other sectors using a common metric. It concludes that the most common subsidy instruments perform poorly in comparison with most other transfer mechanisms. Alternative consumption and connection subsidy mechanisms show more promise, especially when combined with complementary non-price approaches to making utility services accessible and affordable to poor households. The many factors contributing to those outcomes are dissected, identifying those that can be controlled and used to improve performance.

The land we have is shrinking in area due to numerous reasons, including those that are directly related to climate change and migration. In fact all disciplines that have responsibilities for the husbandry use, management, and administration of the land are forced to address the problems of how to plan and how to utilise this increasingly valuable resource. The papers contained within this book emerge from two symposia held in 2014 and 2015, which now have been arranged along four general themes reflecting the multi-disciplinary nature of the disciplines concerned with land. The first part is dedicated to the interpretation of key terms in their context and the dissimilar conceptual approaches in the governance of different states. It is followed by papers that identify the process of decision-taking: how to organize and co-operate. One large section addresses the identification of land pattern changes and the reason for it. The papers in the final cluster deal with the general theme of strategies and measures used to steer future evolution in land policies.
