Book excerpt: The Uranium Mill Tailings Remedial Action (UMTRA) Project consists of two phases: the Surface Project and the Ground Water Project. At the UMTRA Project site near Riverton, Wyoming, Surface Project cleanup occurred from 1988 to 1990. Tailings and radioactively contaminated soils and materials were taken from the Riverton site to a disposal cell in the Gas Hills area, about 60 road miles (100 kilometers) to the east. The surface cleanup reduces radon and other radiation emissions and minimizes further ground water contamination. The UMTRA Project's second phase, the Ground Water Project, will evaluate the nature and extent of ground water contamination at the Riverton site that has resulted from the uranium ore processing activities. Such evaluations are used at each site to determine a strategy for complying with UMTRA ground water standards established by the US Environmental Protection Agency (EPA) and if human health risks could result from exposure to ground water contaminated by uranium ore processing. Exposure could hypothetically occur if drinking water were pumped from a well drilled in an area where ground water contamination might have occurred. Human health and environmental risks may also result if people, plants, or animals are exposed to surface water that has mixed with contaminated ground water.

Under the UMTRA Surface Project, tailings, radioactive contaminated soil, equipment, and materials associated with the former uranium ore processing sites are placed into disposal cells. The cells are designed to reduce radon and other radiation emissions and to prevent further ground water contamination. The Ground Water Project evaluates the nature and extent of ground water contamination resulting from the uranium ore processing activities. Two UMTRA Project sites are near Rifle, Colorado: the Old Rifle site and the New Rifle site. Surface cleanup at the two sites is under way and is scheduled for completion in 1996. The Ground Water Project is in its beginning stages. A risk assessment identifies a source of contamination, how that contamination reaches people and the environment, the amount of contamination to which people or the environment may be exposed, and the health or environmental effects that could result from that exposure. This report is a site-specific document that will be used to evaluate current and future impacts to the public and the environment from exposure to contaminated ground water. This evaluation and further site characterization will be used to determine if action is needed to protect human health or the environment.

The tailings and other contaminated material at this site were placed in an on-site disposal cell in 1986 through the US Department of Energy (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project. Currently, the UMTRA Project is evaluating ground water contamination. This risk assessment is the first document specific to this site for the Ground Water Project. There are no domestic or drinking water wells in the contaminated ground water of the two distinct ground water units: the contaminated ground water in the San Juan River floodplain alluvium below the site and the contaminated ground water in the terrace alluvium area where the disposal cell is located. Because no one is drinking the affected ground water, there are currently no health or environmental risks directly associated with the contaminated ground water. However, there is a potential for humans, domestic animals, and wildlife to the exposed to surface expressions of ground water in the seeps and pools in the area of the San Juan River floodplain below the site. For these reasons, this risk assessment evaluates potential exposure to contaminated surface water and seeps as well as potential future use of contaminated ground water.

The tailings and other contaminated material at this site are being placed in an off-site disposal cell by the US Department of Energy's (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project. Currently, the UMTRA Project is evaluating groundwater contamination. This is the second risk assessment of groundwater contamination at this site. The first risk assessment was performed primarily to evaluate existing domestic wells to determine the potential for immediate human health and environmental impacts. This risk assessment evaluates the most contaminated groundwater that flows beneath the processing site towards the Gunnison River. The monitor wells that have consistently shown the highest concentration of most contaminants are used in this risk assessment. This risk assessment will be used in conjunction with additional activities and documents to assist in determining what remedial action is needed for contaminated groundwater at the site after the tailings are relocated. This risk assessment follows an approach outlined by the US Environmental Protection Agency (EPA). The first step is to evaluate groundwater data collected from monitor wells at the site. Evaluation of these data showed that the main contaminants in the groundwater are cadmium, cobalt, iron, manganese, sulfate, uranium, and some of the products of radioactive decay of uranium.

The results of this report and further site characterization of the Vitro site will be used to determine what is necessary, if anything, to protect human health and the environment while complying with EPA standards.

Phase II of the project will evaluate the nature and extent of ground water contamination resulting from uranium processing and its effect on human health and the environment, and will determine site-specific ground water compliance strategies in accordance with the US Environmental Protection Agency (EPA) ground water standards established for the UMTRA Project. Human health risks could occur from drinking water pumped from a hypothetical well drilled in the contaminated ground water area. Environmental risks may result if plants or animals are exposed to contaminated ground water or surface water that has mixed with contaminated ground water. Therefore, a risk assessment was conducted for the Naturita site. This risk assessment report is the first site-specific document prepared for the Ground Water Project at the Naturita site. What follows is an evaluation of current and possible future impacts to the public and the environment from exposure to contaminated ground water. The results of this evaluation and further site characterization will be used to determine whether any action is needed to protect human health or the environment.

The Uranium Mill Tailings Remedial Action (UMTRA) Project has begun its evaluation of ground water contamination at the Falls City site. This risk assessment is one of the first documents specific to this site for the Ground Water Project. The first step is to evaluate ground water data collected from monitor wells at or near the site. Evaluation of these data show the main contaminants in the Dilworth ground water are cadmium, cobalt, fluoride, iron, nickel, sulfate, and uranium. The data also show high levels of arsenic and manganese occur naturally in some areas.

In July 1994, the residents and the nearby Valco cement/concrete plant were given the option to connect to anew alternate water supply system, eliminating the bottled water option. This document evaluates current and potential future impacts to the public and the environment from exposure to contaminated ground water. The results of this evaluation and further site characterization will be used to determine whether more action is needed to protect human health and the environment and to comply with the EPA standards.
