A substantial part of the report is then devoted to the selection and description of oceanic areas (not sites) off eleven subdivisions or sectors of the U.S. coasts in which District Engineers or other Corps of Engineers officials may select specific disposal sites. The main body of the report is composed of two multipartite sections: Deep Ocean Disposal Perspectives, and Deep Ocean Disposal Environmental Considerations.

Book excerpt: In recent years there has been an increased realization that the casual disposal of wastes can lead to a deterioration in environmen tal quality with substantial impacts on society. The management of waste disposal practices must consider the various alternatives of discharging and decomposing wastes on land, in the atmosphere, and in the marine environment. Up until 1972 ocean dumping was used increasingly to dispose of sewage sludge, industrial wastes, and dredged material. In subsequent years regulations were developed to reduce and minimize ocean dumping. These regulations were prompted often by ignorance of the possible effects of waste disposal in the ocean rather than by knowledge that such ocean dumping was detrimen tal to the marine environment or to man. The relationship between waste disposal and the oceans can be viewed in either of two ways. One may want to assure that waste disposal procedures do not alter adversely the marine environment, or one may choose to utilize the ocean as a waste depository to reduce the burden placed on the con tinental ecosystem and on the atmosphere. From either perspective it is essential that there be an adequate base of technical information to assess the fate and effects of wastes introduced to the ocean. A series of original technical papers has been compiled in this book to present some of the recent results of research on industrial waste disposal in the ocean.

Book excerpt: The US Army Corps of Engineers (USACE), San Francisco District, has identified two candidate sites for ocean disposal of material from several dredging projects in San Francisco Bay. The disposal site is to be designated under Section 103 of the Ocean Dumping Act. One of the specific criteria in the Ocean Dumping Act is that the physical environments of the candidate sites be considered. Toward this goal, the USACE requested that the Pacific Northwest Laboratory conduct studies of physical oceanographic and sediment transport processes at the candidate sites. Details of the methods and complete listing or graphical representation of the results are contained in this second volume of the two-volume report. Appendix A describes the methods and results of a pre-disposal bathymetric survey of Site B1B, and provides an analysis of the accuracy and precision of the survey. Appendix B describes the moorings and instruments used to obtain physical oceanographic data at the candidate sites, and also discussed other sources of data used in the analyses. Techniques used to analyze the formation, processed data, and complete results of various analyses are provided in tabular and graphical form. Appendix C provides details of the sediment transport calculations. Appendix D describes the format of the archived current meter data, which is available through the National Oceanographic Data Center. 43 refs., 54 figs., 58 tabs.

The question most frequently addressed concerns where to dispose the dredged material with the least possible ecological impact. A great deal of interest is being focused on the feasibilty of open ocean disposal of dredged materials as an ecologically sound alternative to onshore disposal. This project represents an overview of a portion of an on-going multidisciplinary program initiated by the Ocean Dumping Program of the National Oceanic and Atmospheric Administration (NOAA), and the U.S. Army Corps of Engineers (COE). Its purpose is to assess the potential ecological impact of open ocean disposal of materials dredged from Hampton Roads, Virginia, a highly industralized seaport. Since 1981, investigators associated with the Applied Marine Research Laboratory at Old Dominion University have conducted extensive analytical testing to assess the chemical, geological and biological patterns at the disposal site under baseline conditions, so that models could be developed for future trend assessment studies. The major focus of this paper concerns the overall findings of chemical toxins (heavy metals, chlorinated hydrocarbons, and polynuclear aromatic hydrocarbons) in water, sediment and tissue samples from the Norfolk Disposal Site Baseline Monitoring Program.
