Available in PDF, EPUB and Kindle. Book excerpt: The capability approach has developed significantly since Amartya Sen was awarded the Nobel Prize in Economics in 1998. It is now recognised as being highly beneficial in the analysis of poverty and inequality, but also in the redefinition of policies aimed at improving the well-being of individuals. The approach has been applied within numerous sectors, from health and education to sustainable development, but beyond the obvious interest that it represents for the classical economics tradition, it has also encountered certain limitations. While acknowledging the undeniable progress that the approach has made in renewing the thinking on the development and well-being of a population, this book takes a critical stance. It focuses particularly on the approach’s inadequacy vis-à-vis the continental phenomenological tradition and draws conclusions about the economic analysis of development. In a more specific sense, it highlights the fact that the approach is too bound by standard economic logic, which has prevented it from taking account of a key ‘person’ dimension — namely, the ability of an individual to assume responsibility. As a result, this book advocates the notion that if the approach is used carelessly in relation to development policies, it can cause a number of pernicious effects, some of which may lead to disastrous consequences. Due to its multidisciplinary nature, this book will be of interest to those working in the fields of economics, philosophy, development studies and sociology.

Book excerpt: The 2010 State of the Forest report (SOF) benefited from financial support from the European Union, the United States, Germany, France and UNESCO. It represents the collaborative effort of over 100 individuals from a diversity of institutions and the forestry administrations of the Central African countries. The SOF process began with the selection and definition of indicators relevant to monitoring the state of forests in Central Africa. The indicators are structured around three thematic areas: (i) forest cover; (ii) management of production forests; and (iii) conservation and biodiversity. They are presented in a hierarchical structure at the regional, national and management unit (i.e. logging concessions and protected areas) levels. The indicators were vetted by a representative panel of stakeholders of forest management in Central Africa. The indicators are used to guide an annual data collection process carried out between April and August by national groups of four to ten individuals working within the forestry administrations. The data reported on in the 2010 SOF were primarily collected in 2009 and 2010. Results were validated in national workshops attended by government officials as well as representatives of environmental NGOs, the private sector and development projects. The data provided an important basis for the authors of the 11 chapters of the 2010 SOF, which were under the coordination of a scientific committee of international renown. A final workshop was held 29-30 March, 2011 in Douala to review a draft report. Following amendments based on comments from a wide audience of experts the final layout was completed.

The analysis of poverty is multidisciplinary. It goes from ethics to economics, from political science to human biology, and any type of measurement rests on mathematics. Moreover, poverty is multifaceted according to the types of deprivation, and it is also gender and age speci c. A vector of variables is required, which raises a substantial problem for individual and group comparisons necessary to equity analysis. Multidimension- ity also complicates the aggregation necessary to perform the ef ciency analysis of policies. In the case of income poverty, these two problems, equity and ef ciency, have bene ted from very signi cant progress in the eld of economics. Similar achievements are still to come in the area of multidimensional poverty. Within this general background, this book has a very modest and narrow-scoped objective. It proposes an operational methodology for measuring multidimensional poverty, independent from the conceptual origin, the size and the qualitative as well as the quantitative nature of the primary indicators used to describe the poverty of an individual, a household or a sociodemographic entity.
