Lively and authoritative, the book documents how the participants, the press, the academic community, and the public responded during these tension-filled thirty-six days. Gillman also provides a serious yet accessible overview of the legal strategies and debates-from briefs and oral arguments to final decisions. However, in explaining the behavior of courts, he moves beyond an analysis of law to also take into account the influences of partisanship, judicial ideology, and broader political and historical contexts. Appropriately, Gillman pays special attention to the judges whose behavior generated the most controversy—the battling justices of the Florida and United States Supreme Courts. After carefully reviewing the arguments for and against their decisions, he concludes that the five justices behind the Bush v. Gore decision acted outside what should be considered the acceptable boundaries of judicial power. Gillman ends with an analysis of why they chose such an unprecedented course of action and an assessment of whether their partisan intervention will have any lasting effect on the Supreme Court's reputation and authority.

Women now constituted the majority of voters, and political parties were forced to address them as political actors for the first time. Analyzing written and visual propaganda aimed at, and frequently produced by, women across the political spectrum--including the Communists and Social Democrats; liberal, Catholic, and conservative parties; and the Nazis--Julia Sneeringer shows how various groups struggled to reconcile traditional assumptions about women's interests with the changing face of the family and female economic activity. Through propaganda, political parties addressed themes such as motherhood, fashion, religion, and abortion. But as Sneeringer demonstrates, their efforts to win women's votes by emphasizing "women's issues" had only limited success. The debates about women in propaganda were symptomatic of larger anxieties that gripped Germany during this era of unrest, Sneeringer says. Though Weimar political culture was ahead of its time in forcing even the enemies of women's rights to concede a public role for women, this horizon of possibility narrowed sharply in the face of political instability, economic crises, and the growing specter of fascism.

Drawing on an extensive archive, collected at the time, Gwynoro shows how the two fought their politics in the newspapers of the day and through speeches on constituency public platforms, where they argue about the Welsh language and devolution, Europe and agriculture. But they only ever actually met once. Gwynoro also reflects on how he views those turbulent years today. Through their wranglings, a picture is also painted of Welsh politics in the decade that led up to the referendum on devolution in 1979, as Plaid and Labour searched for a way forward. And ultimately, a generation later, to the creation of a parliament for Wales.

Book excerpt: The work for women's suffrage started more than seventy years before the passage of the Nineteenth Amendment at the Seneca Falls Convention in 1848 when Elizabeth Cady Stanton, Lucretia Mott, and one hundred supporters signed the Declaration of Sentiments asserting that "all men and women are created equal." This convention served as a catalyst for debates and action on both the national and state levels, and on November 6, 1917, New York State passed the referendum for women's suffrage. Its passing in New York signaled that the national passage of suffrage would soon follow. On August 18, 1920, "Votes for Women" was constitutionally granted. Votes for Women, an exhibition catalog, celebrates the pivotal role the state played in the struggle for equal rights in the nineteenth century, the campaign for New York State suffrage, and the ratification of the Nineteenth Amendment. It highlights the nationally significant role of state leaders in regards to women's rights and the feminist movement through the early twenty-first century and includes focused essays from historians on the various aspects of the suffrage and equal rights movements around New York, providing greater detail about local stories with statewide significance. The exhibition of the same name, on display at the New York State Museum beginning November 2017, features artifacts from the New York State Museum, Library, and Archives, as well as historical institutions and private collections across the state.

Book excerpt: Recent scandals, including questionable fund-raising tactics by the current administration, have brought campaign finance reform into the forefront of the news and the public consciousness. Dollars and Votes goes beyond the partial, often misleading, news stories and official records to explain how our campaign system operates. The authors conducted thorough interviews with corporate "government relations" officials about what they do and why they do it. The results provide some of the most damning evidence imaginable. What donors, especially business donors, expect for their money is "access" and access means a lot more than a chance to meet and talk. They count on secret behind-the-scenes deals, like a tax provision that applies only to a "corporation incorporated on June 13, 1917, which has its principal place of business in Bartlesville, Oklahoma." After a deal is worked out behind closed doors, one executive explains, "it doesn't much matter how people vote afterwards." Ordinary contributions give access to Congress; megabuck "soft money" contributions ensure access to the President and top leaders. The striking truth revealed by these authors is that half the soft money comes from fewer than five hundred big donors, and that most contributions come, directly or indirectly, from business. Reform is possible, they argue, by turning away from the temptation of looking at specific scandals and developing a new system that removes the influence of big money campaign contributors. The crisis of the 2000 presidential election generated demands for changes in election rules, but the response was muted. After 2000, several states adopted photo ID laws, and other rules that made it more difficult to vote. The 2010 Citizens United decision heralded in deregulation of campaign finance. The Voting Rights Act was weakened by The Court in 2013. More recently, the unprecedented presidential election of 2016 generated accusations from the left and right that America’s elections were ‘a rigged system’ of caucuses, conventions, and campaign finance desperately in need of reforms. Changing How America Votes is an edited volume comprised of 15 short substantive chapters on various specific reform topics that examine how electoral democracy in the United States is working, and how it might be improved. Editor Todd Donovan has written brief introductory and concluding chapters, and very brief introductions to the following three thematic sections that divide the readings accordingly: Voting and Participation: Changing Who Votes; Electoral Rules and Systems: Changing How We Vote; and Changing the Role of Parties and Money. In order to facilitate student learning and assist instructors’ ability to use the book, this edited volume reads as a coherent text.
