Book excerpt: Webb and Gonzalez consider the malaise with the present set-up of fiscal federalism in Mexico from the points of view of the main players - the federal government, the states, the municipalities, and the citizen voters - in order to identify the areas of potential common interest as well as the direct conflicts. There is a zero-sum game on some issues, like the size of aggregate transfers, but not on others, like raising tax collection and improving accountability for service delivery. The authors consider bargain packages that combine mutually beneficial changes and, thus, might obtain broad enough political support. They analyze the bargaining packages in two main tracks - one concerning tax assignments, revenue sharing, and tax administration, and another concerning the conjunction of earmarked transfers and accountability for service provision. An important result is that almost all states would find it fiscally attractive to impose a sales tax that replaced part of the federal value-added tax (VAT), even if the federal government reduced revenue sharing enough to cover half the cost of reducing the VAT rate to make room for the state tax.This paper - a product of the Economic Policy Sector Unit, Latin America and the Caribbean Region - is part of a larger effort in the region to support the rationalization of the intergovernmental fiscal relations in the major federal countries.

Even after a national government is democratized, subnational authoritarian 'enclaves' often continue to deny rights to citizens of local jurisdictions. Gibson offers new theoretical perspectives for the study of democratization in his exploration of this phenomenon. His theory of 'boundary control' captures the conflict pattern between incumbents and oppositions when a national democratic government exists alongside authoritarian provinces (or 'states'). He also reveals how federalism and the territorial organization of countries shape how subnational authoritarian regimes are built and how they unravel. Through a novel comparison of the late nineteenth-century American 'Solid South' with contemporary experiences in Argentina and Mexico, Gibson reveals that the mechanisms of boundary control are reproduced across countries and historical periods. As long as subnational authoritarian governments coexist with national democratic governments, boundary control will be at play.

Book excerpt: Every international negotiation bears a risk of collapse, as even among like-minded countries, different players often have different priorities and interests. This can result in conflict as states clash over certain agreement details, and their disputes can escalate and founder the entire negotiation, missing an opportunity to realize potential initiatives. However, other circumstances have witnessed the cases of successful deals. This begets a puzzle: What did these states do to salvage their talks and seal their deals? This book examines East Asian financial negotiation processes and seeks to explain why some negotiations are successful despite the risk of bargaining failure. Using the Chiang Mai Initiative Multilateralization (CMIM) talks as the case study, the book analyses how states with little prior experience at dealing with certain aspects of an agreement manage to avert negotiation failure and successfully conclude their final deal. Using extensive archival research, in-depth interviews with involved negotiators and experts, and process-tracing method, it reconstructs the making of the CMIM agreement. The multi-country analysis reveals the roles played by key actors, namely China, Japan, South Korea, Indonesia, Malaysia, and Thailand, in shaping the agreement terms. The book goes on to argue that preventing a stalemate or succeeding in concluding arrangements like the CMIM is a product of various strategies and tactics employed by negotiators. These include employing bargaining strategies and tactics that help avoid a negotiation deadlock, and assessing the conditions under which such strategies and tactics are likely - or unlikely - to achieve the objective of avoiding bargaining failure. As a study of East Asian economic negotiation processes, this book will be of huge interest to students and scholars of East Asian cooperation and regionalism as well as finance, international business, international relations and international political economy.
