Book excerpt: Face à la crise, les banques centrales ont assoupli généreusement les conditions de refinancement des banques et déployé une batterie de mesures non conventionnelles. Selon toute vraisemblance, elles ont ainsi évité aux principales économies mondiales de basculer dans une déflation similaire à celles des années trente. Cela étant, leur responsabilité dans le déclenchement de la crise n'en est pas moins débattue. Il en ressort qu'elles n'ont pas accordé une attention suffisante à la stabilité financière et qu'il leur faut à cet égard tirer les leçons de la crise. Une réflexion est depuis lors engagée sur l'évolution des missions des banques centrales et, tout particulièrement, sur le rôle qu'elles ont à jouer dans la politique de stabilité financière. Ce rapport entend y contribuer. Il s'appuie sur une enquête à laquelle ont répondu des économistes et des banquiers centraux du monde entier, et qui permet de recenser les différentes opinions. Partant de cette enquête, deux lectures sont proposées. Les deux s'accordent sur la nécessité d'une articulation entre la politique monétaire et la politique de stabilité financière globale dite macro-prudentielle. Mais elles divergent quant aux modalités de cette articulation. La première plaide pour le maintien d'une séparation entre politique monétaire et politique macro-prudentielle. La seconde défend au contraire une coordination de la politique monétaire et de la politique macro-prudentielle au sein de la Banque Centrale. Ce rapport s'accompagne d'un grand nombre de recommandations, ainsi que de compléments réalisés par Michel Aglietta, Charles Goodhart et Tommaso Padoa-Schioppa, à la mémoire duquel ce rapport est dédié. They constantly change, and they are resisted and reimagined by social actors. The 20 studies collected in this edited volume develop the notion of institutionality as an overarching perspective to explore how institutional actors and institutional practices order and reorder power in societies across the globe. Thereby the chapters pay special attention to the fluidity, volatility, fragility, and ambiguity of order, and consequently to its claims to authority. Accommodative monetary policy has contributed to the performance of the Luxembourg economy through some expansion of aggregate demand and through its impact on the financial system. Banks have remained profitable and interest margins stable, while fee and commission income from the fund and other activity has been healthy. The investment fund industry has benefited from various factors such as portfolio rebalancing, search for yield, and other market developments leading to strong inflows into various classes of investment funds, and through strong valuation effects. Scenario analysis suggests that the fund industry could be adversely impacted by sharp interest rate increases and that, because of interconnections, the banking system would also be affected.
