Book Gatekeepers of Growth

Download or read book Gatekeepers of Growth written by Sylvia Maxfield and published by Princeton University Press. This book was released on 1998-07-13 with total page 198 pages. Available in PDF, EPUB and Kindle. Book excerpt: Central banks can shape economic growth, affect income distribution, influence a country's foreign relations, and determine the extent of its democracy. While there is considerable literature on the political economy of central banking in OECD countries, this is the first book-length study focused on central banking in emerging market countries. Surveying the dramatic worldwide trend toward increased central bank independence in the 1990s, the book argues that global forces must be at work. These forces, the book contends, center on the character of international financial intermediation. Going beyond an explanation of central bank independence, Sylvia Maxfield posits a general framework for analyzing the impact of different types of international capital flows on the politics of economic policymaking in developing countries. The book suggests that central bank independence in emerging market countries does not spring from law but rather from politics. As long as politicians value them, central banks will enjoy independence. Central banks are most likely to be independent in developing countries when politicians desire international creditworthiness. Historical analyses of central banks in Brazil, Mexico, South Korea, and Thailand, and quantitative analyses of a larger sample of developing countries corroborate this investor signaling explanation of broad trends in central bank status.

Available in PDF, EPUB and Kindle. Book excerpt: In 'At the Frontlines of Development' former World Bank country directors recount their experiences, both as managers of the World Bank's programs in global economic hotspots of the 1990s as well as throughout their careers in development economics. These essays detail, among many stories of development in the 1990s, how China and India lifted hundreds of millions out of poverty, while Russia collapsed; how Bosnia and Herzegovina and Mozambique remade their war-ravaged economies; and how Thailand, Turkey, and Argentina fell into financial crisis. These remarkable stories, told in first-person by the country directors who were there to witness them, provide candid assessments of development in the 1990s'what succeeded, what failed, and what lessons emerged. This book is part of a larger effort undertaken by the World Bank to understand the development experience of the 1990s, an extraordinary eventful decade. Each of the project's three volumes serves a different purpose. 'Economic Growth in the 1990s' provides comprehensive analysis of the decade's development experience, while 'Development Challenges in the 1990s' offers insights on the practical concerns faced by policymakers.

Book The 90s Currency Crises

Download or read book The 90s Currency Crises written by Thomas Meyer and published by diplom.de. This book was released on 2000-06-15 with total page 91 pages. Available in PDF, EPUB and Kindle. Book excerpt: Inhaltsangabe:Abstract: When on June 2nd 1997 Thailand devalued its currency, the stage was set was the most severe and virulent currency crisis of that decade. The sudden reversal of capital flows depleted economic wealth and social cohesion in many East Asian countries, hitherto perveived to belong to the Asian Miracle. Shockwaves of the crisis were felt in most emerging markets, even those outside the region, and reached mature markets when, for instance, the hedge fund Long-Term Capital Management nearly collapsed. In face of these enormous costs, this paper analyses the possibilities and boundaries of attempts to either reduce the likeliness of respective financial shocks or, when unavoidable, lower the costs of managing these crises. On the ground of the state-of-the-art models of currency crises it is examined which domestic or international factors contributed most to the observed outcome. The guiding question is if either moral hazard considerations, in the form of governmental guarantees and alike, or approaches of multiple equilibria are more suited to serve as an explanation. Moreover, this paper illuminates the significance of the original sin hypothesis which states that emerging markets are constrained when trying to borrow abroad in domestic currency or, even when trying at home, to borrow long-term. Although it is acknowledged that all these factors are valid simultaniously, superior importance in the following parts is given on the multiple equilibria approach. The main part of the paper discusses the most influencial reform proposals of academics and institutions such as the IMF or the Group of 22. Approaches for a new financial architecture are divided into issues of the exchange-rate regime, public and private liquidity, and the institutional framework. These recommandations include questions of dollarization; an international lender of last resort; insurance agencies and credit facilities; capital controls; improved regulation and transparency; as well as the addidition of collective action clauses and alike to international bond contracts. They are assessed according to the criteria developed before, especially with regard to the approaches of moral hazard, multiple equilibria, and original sin. Taking into account that any grand scheme is rather unlikely to be realized on short notice, the conclusions concentrate on moderest reform proposals which can be pursued by emerging countries indiviually or with the assistance [...]
