Book excerpt: Excerpt from A Select Collection of Scarce and Valuable Tracts and Other Publications on Paper Currency and Banking This collection, of the most valuable of the English tracts and publications on paper currency and banks, may be regarded as supplementary to the volume of tracts on metallic currency, printed for the Political Economy Club. It does not, however, contain any tract having especial reference to paper money, properly so-called, that is, to notes which are legal tender without being convertible at the pleasure of the holder into certain amounts of coin. The value of this variety of paper currency depends on the extent to which it may be issued compared with the demand, or rather with the business it has to perform. Whether those by whom it is issued are in good or bad credit is immaterial. It obtains currency by its issuers having power to make it legal tender; and nothing more is required to sustain its value than that it should be issued in moderate quantities. The value of the assignats issued during the French Revolution was at first nearly equal to that of metallic money; but the quantities of them thrown into circulation being rapidly and enormously increased, their value proportionally declined, till in the end they became all but worthless. Sections 13 and 16 of the Federal Reserve Act referring to the clearing and collection functions of the Federal Reserve Banks provide as follows: "Section 13. - Any Federal Reserve Bank may receive from any of its member banks, and from the United States, deposits of current funds in lawful money, national-bank notes, Federal Reserve notes, or checks, and drafts payable upon presentation, and also, for collection, maturing bills; or solely for the purposes of exchange or of collection, may receive from other Federal Reserve Banks deposits of current funds in lawful money, national-bank notes, or checks upon other Federal Reserve Banks, and checks and drafts, payable upon presentation within its district, and maturing bills payable within its district." "Section 16. - Every Federal Reserve Bank shall receive on deposit at par from member banks or from Federal Reserve Banks checks and drafts drawn upon any of its depositors, and when remitted by a Federal Reserve Bank, checks and drafts drawn by any depositor in any other Federal Reserve Bank or member bank upon funds to the credit of said depositor in said reserve bank or member bank. Nothing herein contained shall be construed as prohibiting a member bank from charging its actual expense incurred in collecting and remitting funds, or for exchange sold to its patrons. The Federal Reserve Board shall, by rule, fix the chaises to be collected by the member banks from its patrons whose checks are cleared through the Federal Reserve Bank, and the chaise which may be imposed for the service of clearing or collection rendered by the Federal Reserve Bank. War had been declared between the Dutch' and English, the previous year, and the city feared invasion. During the month of April next following the date of incorporation, a wall was built, for purposes of defence, which extended along the outskirts of the settlement from the East to the North River. This wall followed the present northerly line of Wall street from the East River to Broadway, extended a short distance to the westward beyond Broadway, and then turned south, not striking the North River shore until the Battery was reached, and leaving a considerable space of unoccupied land between it and the river. Wall street derives its name from this structure. To defray the expense of its construction, two thousand dollars were subscribed by forty of the principal citizens. Posts twelve feet high and seven inches in diameter were set in the ground and covered on the outside with boards.
