It analyses the results of a field assessment conducted in April and May 2021. The Food and Agriculture Organization of the United Nations (FAO) is implementing a project to contribute to data collection and analysis linked to shocks affecting agricultural livelihoods and food security, in order to inform evidence-based programming in selected countries. The objective is to assess the effects of these shocks on the agri-food system, which includes crops, livestock and fishing, food supply, livelihoods and food security of rural populations. Information is collected from primary sources of the production process: producer households, traders or marketers, inputs suppliers, extension officers and other key informants.

These efforts were critical for public health, but have led to serious disruptions in the economy and livelihoods. To document the experiences of Bangladeshi households during this time, the International Food Policy Research Institute (IFPRI) and Cornell University conducted two rounds of socioeconomic phone surveys in rural areas of Bangladesh in June 2020 and in January 2021, and benchmarked them against data from in-person interviews carried out on the same households in 2019. Together, these surveys have tracked the experiences of Bangladeshi households in terms of unemployment, income loss, food insecurity, and coping mechanisms during the COVID-19 pandemic.

Most estimates show that a huge amount of additional food grain will be required to feed the growing population of the country. Ensuring food security for all is the overarching goal of Bangladesh’s national food policy. Therefore, ensuring food security in the future requires a great deal of additional effort in yield improvement, with limited scope for expanding the area under cultivation. The primary target readers for this book are students and researchers in the fields of environment, disaster risk reduction, and climate change studies. The book will provide them with a good idea of the current trend of research in the field and will furnish basic knowledge on this important topic. Another target group comprises practitioners and policy makers, who will be able to apply collective knowledge to policy and decision making.

Book excerpt: representative sample of rural Bangladeshi households. • With the onset of the pandemic, combined with the lockdown restrictions imposed from March through May 2020, moderate and severe food insecurity tripled to 45 percent. This was likely driven by income losses and difficulties accessing food because of shop closures. • By January 2021, the proportion of moderately or severely food insecure households had largely returned to pre-pandemic levels. The September-October 2021 survey showed no meaningful further change in the prevalence of moderate or severe food insecurity despite the strict national lockdown imposed in July-August 2021. • A different picture emerges when we include the prevalence of mild food insecurity. The proportion of households reporting any food insecurity (mild, moderate or severe) increased from the pre-pandemic average of 45.7 percent to 87.8 percent in June 2020, before declining to 70.9 percent in January 2021 and 68 percent in September-October 2021. Dimensions of food insecurity that include consuming less diverse diets, being unable to eat healthy/nutritious food, and above all, being worried about not having enough food increased dramatically at the start of the pandemic and have remained elevated. • Pre-pandemic, the majority of rural households in our sample were fully food secure; 18 months after the onset of the pandemic only 32 percent report no forms of food insecurity. • In the immediate months after the outbreak (June 2020), many rural households coped by reducing expenditures on non-food goods, electricity and other utilities, and health-related items. The use of these forms of coping mechanisms has subsequently declined. However, the proportion of rural households that purchased food on credit (69 percent in June 2020) has barely changed and in all surveys fielded since the start of the pandemic, more than half of surveyed households have borrowed money to buy food. The continued use of savings and the ongoing use of credit to purchase food is consistent with the elevated levels of worry about not having enough food. • A substantial share of rural households reported receiving cash or in-kind safety net support during the pandemic, mostly from government sources. • Continued and expanded support from safety nets may be important, as many rural households face ongoing food insecurity and are using unsustainable coping strategies.

Despite significant investments, floods, droughts, and cyclones during the last two decades continue to cause extensive economic damage and impair livelihoods. Climate change will pose additional risks to ongoing efforts to reduce poverty. This book examines the implications of climate change on food security in Bangladesh and identifies adaptation measures in the agriculture sector using a comprehensive integrated framework. First, the most recent science available is used to characterize current climate and hydrology and its potential changes. Second, country-specific survey and biophysical data is used to derive more realistic and accurate agricultural impact functions and simulations. A range of climate risks (i.e. warmer temperatures, higher carbon dioxide concentrations, changing characteristics of floods, droughts and potential sea level rise) is considered to gain a more complete picture of potential agriculture impacts. Third, while estimating changes in production is important, economic responses may to some degree buffer against the physical losses predicted, and an assessment is made of these. Food security is dependent not only on production, but also future food requirements, income levels and commodity prices. Finally, adaptation possibilities are identified for the sector. This book is the first to combine these multiple disciplines and analytical procedures to comprehensively address these impacts. The framework will serve as a useful guide to design policy intervention strategies and investments in adaptation measures.

Book excerpt: Bangladesh has successfully improved national food security over the last two decades, primarily by increasing rice production and consumption. However, the country’s food system remains vulnerable to periodic floods and droughts that seriously affect agricultural production and prices. While food imports can cushion the effects of these short-term climate shocks, there is always uncertainty about whether shortages in global commodity markets will coincide with domestic production shortfalls, leading to particularly adverse outcomes, especially for poor farmers and net consumers. This is one of the reasons why Bangladesh’s government has maintained a long-standing public grain procurement and storage system, as well as a large social protection program that distributes subsidized rice and wheat to poor households. These programs, together with investments in farm productivity, have enhanced the resilience of Bangladesh’s food system to climate and world market shocks. Heightened climate variability in recent years has also led the government to increase stocks and make substantial new investments to expand public grain storage capacity.

Book excerpt: Agricultural development through crop diversification, irrigation, high yielding crop varieties, and public investments in infrastructure has improved food security and its seasonal dimension worldwide in recent years. Consequently, the severity of seasonal hunger caused by agricultural crop cycles has lessened substantially. Yet in agricultural pockets scattered throughout Sub-Saharan Africa and Asia, seasonal hunger persists, especially among the rural poor, owing primarily to idiosyncratic shocks caused by agricultural seasonality. More than four-fifths of the world's poor live in rural areas and depend on agriculture for livelihoods. Because of seasonal income shocks, the poor who are generally poor are likely to be even poorer during a particular agricultural season, while those who are not poor year-round may also be so during that season. Also, seasonal hunger may lead to endemic poverty if its adverse effects on income and consumption are irreversible. Policies aimed at reducing overall poverty often disregard its seasonal dimension, because standard poverty statistics do not consider seasonal hunger in the official data collection and analysis, there is no direct way to determine how many of the “bottom billion,” as economist Paul Collier refers to the world's poorest people, suffer from seasonal hunger. Even worse, regions prone to severe seasonal hunger are unlikely to attract the public investments required to raise the local economy's resilience through income diversification and thus break the seasonal-poverty cycle. The book provides an exhaustive inquiry of Bangladesh's seasonal hunger with special reference to the North West region. The seasonality of poverty and food deprivation is a common feature of rural livelihood but it is more marked in the north-west region of Bangladesh. The book also presents an evaluation of several policy interventions launched recently in mitigating seasonality, which provide a test case of what works and what does not in combating seasonal hunger. The major findings of the book are the following: (a) Policies to improve food security should explicitly take into account the seasonal dimension of food deprivation. (b) Gains from initiatives to combat seasonal hunger should be monitored and consolidated to ensure sustainable impacts. (c) Policies should also focus on areas that, owing to environmental degradation and climate change, are increasingly vulnerable to seasonal hunger and food insecurity in general.

Book excerpt: Global food, fuel, and fertilizer prices have risen rapidly in recent months, driven in large part by the fallout from the ongoing war in Ukraine and the sanctions imposed on Russia. Other factors, such as export bans, have also contributed to rising prices. Palm oil and wheat prices increased by 56 and 100 percent in real terms, respectively, between June 2021 and April 2022, with most of the in-crease occurring since February (Figure 1). Wide variation exists across products, with real maize prices increasing by only 11 percent and rice prices declining by 13 percent. The price of crude oil and natural gas has also risen substantially, while the weighted average price of fertilizer has dou-bled. With these changes in global prices, many developing countries and their development part-ners are concerned about the implications for economic stability, food security, and poverty.

Book excerpt: The effect of the COVID-19 pandemic on households’ income, jobs, and food security have continued despite perceptible reductions in transmission and lifting of restrictive policy measures in several countries. To assess these effects on Nigerian households, we collected household data in the initial three months after the outbreak of the pandemic (July 2020). To track the changes since the first survey, we conducted a follow-up phone survey with the same households a year later (July 2021). We undertook a comparative analysis between the two surveys focusing on key variables such as income loss, job loss, food security, and dietary diversity. The study also investigated how changes in income, wealth/endowments, social capital, safety net programs, and recurrent conflicts affected the severity of food insecurity amid the pandemic. We found that both income and jobs have rebounded significantly (by 50 percentage points) compared to the baseline results. In terms of food insecurity, households with “severely food insecure” situations dropped from 73 percent in the first survey to 65 percent in the follow-up survey. We also found a 5-percentage point improvement in the household dietary diversity scale in the follow-up survey. However, households reported an increase of more than 70 percent in conflicts or insecurity threats amid the pandemic. This affected farm investment decisions in 44 percent of smallholder farmers surveyed. While income loss significantly worsened households’ food insecurity; livestock ownership and social capital cushioned households from falling into a more severe food insecurity situation. However, safety net programs provided by the government and NGOs did not significantly protect households from falling into severe food insecurity amid the pandemic. We suggest four policy propositions: prioritize investment in job creation to curb income loss; enable households to build their wealth base (e.g., land tenure security or livestock) to enhance resilience to shocks; revisit targeting approaches of safety net programs to enhance effectiveness of such programs; and finally, devise and implement conflict resolutions to induce investment and enhance productivity.

Book excerpt: Securing Food for All in Bangladesh presents an array of research that collectively address four broad issues: (1) agricultural technology adoption; (2) input use and agricultural productivity; (3) food security and output market; and (4) poverty, food security, and women’s empowerment. The fifteen chapters of the book address diverse aspects within these four themes. Access to sufficient food by all people at all times to meet their dietary needs is a matter of critical importance. Despite declining arable agricultural land, Bangladesh has made commendable progress in boosting domestic food production. The growth in overall food production has been keeping ahead of population growth, resulting in higher per capita availability of food over time. In the early 1970s, Bangladesh was a food-deficit country with a population of about 75 million. Today, the population is 165 million, and the country is now self-sufficient in rice production, which has tripled over the past three decades. Along with enhanced food production, increased income has improved people’s access to food. Furthermore, nutritional outcomes have improved significantly. Nevertheless, the challenges to food and nutrition security remain formidable. Future agricultural growth and food and nutrition security are threatened by population growth, worsening soil fertility, diminishing access to land and other scarce natural resources, increasing vulnerability of crop varieties to pests and diseases, and persistent poverty leading to poor access to food. In addition, the impacts of climate change—an increase in the incidence of natural disasters, sea intrusion, and salinity—will exacerbate food and nutrition insecurity in the coming decades if corrective measures are not taken. Aligned with this context, the authors of the book explore policy options and strategies for developing agriculture and improving food security in Bangladesh. Securing Food for All in Bangladesh, with its breadth and scope, will be an invaluable resource for policymakers, researchers, and students dedicated to improving people’s livelihoods in Bangladesh.

Book excerpt: Bangladesh is extremely vulnerable to the impact of climate change because it is a low-lying, flat country subject to both riverine flooding and sea level rise, and because a large portion of its population is dependent on agriculture for its livelihood. The goal of this research was to examine the likely impacts of climate change on agriculture in Bangladesh, and develop recommendations to policymakers to help farmers adapt to the changes. In this study, we use climate data from four general circulation models (GCMs) to evaluate the impact of climate change on agriculture in Bangladesh by 2050. We use the DSSAT (Decision Support System for Agrotechnology Transfer) crop modeling software to evaluate crop yields, first for the 1950 to 2000 period (actual climate) and then for the climates given by the four GCMs for 2050. We evaluate crop yields at 1,789 different points in Bangladesh, using a grid composed of roughly 10 kilometer (km) squares, for 8 different crops in 2000 and 2050. For each crop, we search for the best cultivar (variety) at each square, rather than limiting our analysis to a single variety for all locations. We also search for the best planting month in each square. In addition, we explore potential gains in changing fertilizer levels and in using irrigation to compensate for rainfall changes. This analysis indicates that when practiced together, using cultivars better suited for climate change and adjusting planting dates can lessen the impacts of climate change on yields, especially for rice, and in some cases actually result in higher yields. In addition, the analysis shows that losses in yield due to climate change can be compensated for, for many crops, by increasing the availability of nitrogen in the soil. Moreover, we used a household survey to collect information on the incidence of climatic shocks in the last five years and adaptation options. The survey was conducted from December 2010 to February 2011, covering data from the previous production year. The results confirm that Bangladesh farmers already perceive the impacts of climate change. In particular, the survey results indicate that of all climate change–related shocks, floods, waterlogging, and river erosion caused the largest loss to rice production. Farmers in our survey lost around 12 percent of their harvest, on average, to some kind of shock, with about half of that attributable to flooding-related issues. The second leading cause of rice crop loss was pests, responsible for around 3 percent of production. Taken together, the results indicate that adaptation efforts in Bangladesh should include adjusting planting dates, using improved cultivars better suited for climate change, improving fertilizer application, exploring increased maize production, and bolstering flood and pest protection for farmers.

The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.
