Book excerpt: This report is an update to a public expenditure review (PER) for Bangladesh undertaken in 2010. It aims to analyze the major spending trends since (and before) the PER-2010. This includes the macro-fiscal stance (deficits, debt, etc.) and the allocation of resources within the budget on both a sectoral level (health, education, etc.) and a thematic level (wages, interest, etc.). It notes whether these trends are broadly in line with stated development objectives, and whether the revenue and spending stances are sustainable. It also aims to indicate any potential issues based on the evidence presented in this report and provide an indication of the areas in which improvements or set-backs have occurred since the PER-2010, as well as whether any new issues are emerging. This report also indicates where more in-depth analytical work can be undertaken, either to confirm the findings or to gain a better understanding of an issue.

The findings and detailed recommendations of this report, summarized below, have been organized around six issues: 1) restoring fiscal sustainability; 2) reducing the role of state-owned enterprises and strengthening their governance framework; 3) strengthening Annual Development Program spending; 4) strengthening public expenditure managmement; 5) enhancing the pro-poor bias of public spending; and 6) expanding the involvement of the private sector and improving the role of government.

How numerous are they? Where do they live? What are the characteristics of poor households? How should we measure poverty? Has poverty declined? Has inequality increased? In answering these questions this poverty assessment constructs a poverty profile for Bangladesh."Although poverty has declined in Bangladesh in the 1990s, the remaining challenges are enormous. This report is part of a long-term process of capacity building and mainstreaming of poverty analysis in Bangladesh. Its findings suggest five pillars of a possible poverty reduction strategy: Accelerating economic growth Promoting education for the poor Investing in poor areas Improved targeting of public expenditures and safety nets Forming further partnerships with NGOs Discussions with stakeholders, NGOs, the government, poverty researchers, and other donors in Bangladesh arising from this report will help to build support for an action plan and more detailed policy and institutional changes for faster poverty reduction.

Book excerpt: Jointly, the World Bank and the Government of Albania undertook an assessment of poverty, conducted in a qualitative manner, to gain information that could guide policy development and resource allocation. The research was conducted through a series of focus groups, interviews, and surveys that permitted community members in ten areas within Albania, to define poverty in their own terms. During the ten years of reform, Albania has been buffeted by set backs which led fully 40% of respondents to indicate that socioeconomic conditions have worsened during that period. While informal coping mechanisms have been developed in many communities, these are under stress and threaten to give way. The study suggests that a poverty reduction strategy must, at the very least, include improvements in government management, employment opportunities, provision of social services, infrastructure development, and public security.

Bangladesh, currently a lower-middle country with an annual per capita gross national income (GNI) of USD 1,470 (WDI 2019), aims to attain upper-middle income status by 2021 and eliminate poverty by 2030. Recognizing the importance of investing in education for building its human capital base, the government of Bangladesh (GoB) has been allocating a large portion of the national budget to the education sector each year during the past two decades. Effective utilization and equitable distribution of allocated public spending is important for ensuring adequate progress in education outcomes. This report analyzes major spending and outcomes trends in the overall education sector in recent years, with a focus on primary and secondary education. Responding to the recommendation of the 2015 Bangladesh Public Expenditure Review Update for more analytical work on public spending in different sectors, including education, the current study analyzes the trends in major education expenditures, access to education, quality of education, and disparities in education outcomes in the past two decades. It also looks at the composition of education expenditure, consistency between budget allocations and actual expenditures, equity in education spending, and potential links between spending and key educational outcomes. Because of data limitations, this report focuses mainly on primary and secondary education. It is expected that this analysis will add to the literature on investments in the Bangladesh education sector and inform discussions on identifying policy priorities and making resource allocation decisions in the sector.

Progress in social outcomes in Bangladesh is inspiring other countries, but deep challenges persist as the pace of poverty reduction slows down. Bangladesh labor market is dominated by low-productivity and informality. Urbanization also has important consequences for social protection spending and design. Bangladesh is ranked as the most vulnerable country in the world to climate related shocks. Social protection in Bangladesh has been evolving since the 1970s, through innovation and experimentation. The core issue in Bangladesh, more than the overall resources devoted to social protection, seems to be around how well these resources are deployed. This public expenditure review focuses on four aspects of quality of spending, which together point to elements that could be reformed to increase the overall impact of the resources devoted to this sector. The first key question is whether these important resources are allocated in a manner that focuses on the issues they are meant to address (discussed in Chapter 2). The second set of questions relate to whether the program themselves are designed to be impactful, that whether they are reaching the intended beneficiaries in a manner that's adequate or commensurate with their needs (discussed in Chapter 3). A third set of issues relate to whether the processes used to prioritize, budget and finance these programs are efficient (discussed in chapter 4). Finally, the last elements essential to the overall effectiveness of the social protection expenditure is the efficiency in the delivery of the programs to their beneficiaries, from the central to the local level (discussed in chapter 5).
