Book excerpt: This book analyzes the banking crisis and the events surrounding it in Hungary and other emerging EU member countries in 2007-2013. Written by Júlia Király, a former policymaker, and the Deputy Governor of the Hungarian Central Bank at the time of the crisis, it also offers a firsthand account of the processes in and responses to the financial crisis. While there is extensive literature on the crisis, most of it focuses on the US or the Eurozone, sometimes mentioning the “emerging world” in passing. However, Central and Eastern Europe experienced the crisis very differently than other emerging countries. In the pre-crisis years, the region in accession to the EU attracted abundant fresh capital, but the seemingly unconstrained global liquidity fuelled credit bubbles. After the Lehman crisis, capital rapidly fled these countries. In this part of the world, the recession proved to be much worse than elsewhere, with double-digit growth soon turning into a double-digit decline in GDP. Several countries had to turn to the IMF and the EU for stand-by credit. Based on her own inside experience as a top central banker, the author offers a personal yet professional analysis of the causes and consequences of the financial hurricane.

Book excerpt: The early start of the process of bank restructuring and privatization in Hungary provides a longer and richer amount of evidence than that available for any other transition economy. The authors analyze the dynamics of bank restructuring in Hungary with a focus on the role played by foreign ownership. They explore the performance over time of foreign-owned Hungarian banks and study the extent to which efficiency gains are affected by the chosen acquisition strategy-strategic acquisition in contrast with investment in a newly established bank (greenfield investment)-or by the management style adopted after the acquisition. The authors supplement previous results on the effects of foreign bank ownership in three ways. First, they explicitly consider the time span required for the change of ownership to affect bank performance. Second, the authors explore how important the chosen acquisition strategy is for the success of an acquisition. And third, they study how relevant the adopted management style is to this end, as proxied by the degree of reliance on foreign management.

Special attention is paid to the motivation for, and recent experiences with, the “Hungarian Government Security Plus Scheme” (MÁP+) for physical persons, introduced in June 2019. One of the main benefits of retail bonds is that they usually are perceived as more stable funding. However, it is argued that MÁP+ should be continuously monitored to ensure its objectives are achieved in the most cost-efficient manner and to avoid unintended distortions. The paper also focuses on specific public debt management policies in Hungary and it briefly discusses experiences with the retail bond programs in other countries but focuses mainly on the MÁP+ bond, the initial experience with this bond, and elaborates on its potential implications. MÁP+ has many reasonable objectives, although some of them, such as higher a savings rate of households and reduced external indebtedness, are to a major extent driven by macroeconomic policies. Going forward, the question remains whether these objectives can be achieved by appreciably lower cost to the budget given less expensive alternative funding sources and policy options. Public debt management also needs to respond to changing market conditions.

Although there exist a number of possible methodologies to analyze this issue, the one proposed in the paper takes explicit account of the time-series properties of the variables that are potential candidates for explaining Hungary’s inflation performance. This leads to the specification of a long-term equation, linking consumer prices to a number of macroeconomic variables as well as to proxies for relative price shocks. The paper finds potentially large room for efficiency gains over the medium term, particularly in the health sector. A frontier analysis using data envelopment methodology, suggests that savings from efficiency gains in the health and education sectors could amount up to about 3 percentage points of GDP over the medium term, of which 90 percent could be achieved from efficiency gains in the health sector.
