In 1998 it was decided to let the programme come to a gradual end in 2003, the year before the three Baltic countries became members of the European Union. The main purpose of the programme was to promote the development of small and medium sized enterprises in the private sector as an important vehicle for economic growth and employment, as well as assisting the development of a commercial financial sector by establishing a national investment banks in each of the three countries. The report tells the story leading up to the agreement with the Baltic countries on the Baltic Investment Programme. It then goes on explaining the various phases in the development of the Programme, the tasks of the institution and the finances, how the institutions used the resources provided by the Programme. Some of the important sub-p rogrammes are explained in more detail. Finally, in the last chapter an assessment of the Programme is given.

Book An Introduction to European Intergovernmental Organizations

Download or read book An Introduction to European Intergovernmental Organizations written by Marc Cogen and published by Routledge. This book was released on 2016-04-15 with total page 301 pages. Available in PDF, EPUB and Kindle. Book excerpt: An Introduction to European Intergovernmental Organizations provides an up-to-date and accessible reference to European intergovernmental organizations other than the European Union. The EU is so dominant that people often overlook the multitude of older and newer, smaller and larger intergovernmental organizations rooted in the history of contemporary Europe which continue to help shape its future. The specialized character of these organizations adds value to cooperation in Europe as a whole, creates permanent channels of communication regardless of EU membership and allows the possibility for non-European involvement through organizations such as the European Bank for Reconstruction and Development and NATO. It also allows sub regional groups of states, such as the Nordic countries or the Benelux countries to exist and express their own identity via their own organizations. This book looks at the history of Non-EU organizations, their decision-making characteristics, membership policies, legal powers actions and interactions with each other and the European Union. A uniform scheme of analysis is used to make European intergovernmental organizations comparable and by studying them we gain a deeper understanding and insight into European affairs.

Book Fragmentation in East Central Europe

Download or read book Fragmentation in East Central Europe written by Klaus Richter and published by Oxford University Press. This book was released on 2020-04-02 with total page 358 pages. Available in PDF, EPUB and Kindle. Book excerpt: The First World War led to a radical reshaping of Europe's political borders. Nowhere was this transformation more profound than in East Central Europe, where the collapse of imperial rule led to the emergence of a series of new states. New borders intersected centuries-old networks of commercial, cultural, and social exchange. The new states had to face the challenges posed by territorial fragmentation and at the same time establish durable state structures within an international order that viewed them as, at best, weak, and at worst, as merely provisional entities that would sooner or later be reintegrated into their larger neighbours' territory. Fragmentation in East Central Europe challenges the traditional view that the emergence of these states was the product of a radical rupture that naturally led from defunct empires to nation states. Using the example of Poland and the Baltic States, it retraces the roots of the interwar states of East Central Europe, of their policies, economic developments, and of their conflicts back to the First World War. At the same time, it shows that these states learned to harness the dynamics caused by territorial fragmentation, thus forever changing our understanding of what modern states can do.

Book Public Diplomacy and Academic Mobility in Sweden

Download or read book Public Diplomacy and Academic Mobility in Sweden written by Andreas Åkerlund and published by Nordic Academic Press. This book was released on 2016-09-05 with total page 246 pages. Available in PDF, EPUB and Kindle. Book excerpt: Academic exchange is one of the cornerstones of public diplomacy. Receiving foreign academics is one way of influencing foreign elites in an attempt to build goodwill and stable international networks. The result is that academic mobility and the internationalization of higher education and research have always been directly affected by foreign policy decisions and diplomatic considerations — and still are. In Public Diplomacy and Academic Mobility in Sweden, Andreas Åkerlund analyses Sweden’s scholarship programs for foreign academics in a long-term perspective. Here a quantitative analysis of scholarship holders is related to Swedish exchange policy and grant practices by looking at the Swedish Institute in particular. The result is an account of how public diplomacy, foreign policy, development assistance, and the ideas of a knowledge-based economy and international competition affected academic exchanges with Sweden in the twentieth century.

Book Transformation of Cities in Central and Eastern Europe

Download or read book Transformation of Cities in Central and Eastern Europe written by F. E. Ian Hamilton and published by United Nations University Press. This book was released on 2005 with total page 539 pages. Available in PDF, EPUB and Kindle. Book excerpt: Annotation This volume is one in a series initiated by the United Nations University Institute of Advanced Studies on the inter-relationship between globalisation and urban transformation. It identifies and describes the inter- and intra-urban transformations of Central and Eastern European cities and considers their pre-1945 historic legacies, the socialist period, and their contemporary transition towards market oriented and democratic systems. The dramatic changes since 1989 including the collapse of Communist ideology, the break-up of the Soviet Union, Czechoslovakia and Yugoslavia, the end of the Cold War and the impact of globalisation and European integration, have reconfigured this region and affected their re-integration into European and global networks. This book first examines the similarities and differences between significant Central and Eastern European cities, comparing the differing patterns of historical context and socialist legacies before 1990, and the impacts of internal and external forces on re-shaping these cities and their paths of transformation since 1990. It also examines the role of contemporary planning within the overall development of Central and Eastern European cities. The conclusion demonstrates the similarities and differences between Central and Eastern European cities and their re-integration into global networks.
