Book excerpt: Given the advantages and disadvantages of defending deceptively based ICBMs, the delay in getting SALT II ratified, and the potential for SALT failure, what is the best course of action for the United States today? Five alternatives are examined: (1) Continue to participate in the SALT process; (2) Deploy deceptively based, defendable, ICBMs; (3) Modify ABM Treaty; (4) Accelerate development of rapidly deployable, mobile, compatible BMD; and (5) Respond to SALT failure with mix of shelters, ICBMs, and BMD. The quantitative analyses of this monograph serve to illustrate and validate the fundamental concept that preferential defense can economically contribute to the survivability of deceptively based weapons systems. This concept can be applied to ICBMs, with the result that the leverage advantage shifts in favor of te strategic defense. Specifically, the Soviets, in the first strike, can be made to expend more RVs than they destroy. Thus, the incentive for a first strike is diminished and deterrence is enhanced. Defended ICBMs can survive, should deterrence fail, in numbers large enough to preclude military and subsequent political intimidation from an adventurous Soviet regime. These potent defensive concepts demand full consideration by our strategic planners as they seek to insure United States national security and preserve the strategic balance.

Ballistic missle defense systems, formerly called antiballistic missile systems, offer the prospect of remedying both superpowers' alarming vulnerability to nuclear weapons by technological rather than political means. But whether ballistic missile defenses can be made to work and whether it is wise to build them remain controversial. The U.S.-Soviet Anti-Ballistic Missile Treaty of 1972 restricts testing and deployment of ballistic missile defenses but has not prohibited more than a decade of research and development on both sides. As exotic new proposals are put forward for space-based directed-energy systems, questions about the effectiveness and wisdom of missile defense have again become central to the national debate on defense policy. This study, jointly sponsored by the Brookings Institution and the Massachusetts Institute of Technology, examines the strategic, technological, and political issues raised by ballistic missile defense. Eight contributors take an analytical approach to their areas of expertise, which include the relationship of missile defense to nuclear strategy, the nature and potential applications of current and future technologies, the views on missile defense in the Soviet Union and among the smaller nuclear powers, the meaning of the Anti-Ballistic Missile Treaty for today's technology, and the present role and historical legacy of ballistic missile defense in the context of East-West relations. The volume editors give a comprehensive introduction to this wide range of subjects and an assessment of future prospects. In the final chapter, nine knowledgeable observers offer their varied personal views on the ballistic missile defense question.

In the post Cold War era, two fundamental changes have made missile defense for the United States and its military forces more compelling: The United States and Russia no longer see each other as direct threats and there has been a dramatic proliferation of ballistic missile capability in the Third World. Consequently, U.S. forces deployed overseas are more likely to be at risk and, eventually, the United States itself could become vulnerable to missile threats. With these changes in mind, David Denoon analyzes the current BMD dilemma, arguing that active defenses against missiles should be seen as a form of insurance against catastrophe. He assesses the likelihood of missile attacks and the appropriate level of investment for the United States to defend against such attacks. To provide a context for this analysis of present and proposed U.S. boost-phase and non-boost missile defense concepts and systems, the committee considered the following to be the missions for ballistic missile defense (BMD): protecting of the U.S. homeland against nuclear weapons and other weapons of mass destruction (WMD); or conventional ballistic missile attacks; protection of U.S. forces, including military bases, logistics, command and control facilities, and deployed forces, including military bases, logistics, and command and control facilities. They also considered deployed forces themselves in theaters of operation against ballistic missile attacks armed with WMD or conventional munitions, and protection of U.S. allies, partners, and host nations against ballistic-missile-delivered WMD and conventional weapons. Consistent with U.S. policy and the congressional tasking, the committee conducted its analysis on the basis that it is not a mission of U.S. BMD systems to defend against large-scale deliberate nuclear attacks by Russia or China. Making Sense of Ballistic Missile Defense: An Assessment of Concepts and Systems for U.S. Boost-Phase Missile Defense in Comparison to Other Alternatives suggests that great care should be taken by the U.S. in ensuring that negotiations on space agreements not adversely impact missile defense effectiveness. This report also explains in further detail the findings of the committee, makes recommendations, and sets guidelines for the future of ballistic missile defense research.

Book excerpt: The United States has pursued missile defenses since the dawn of the missile age shortly after World War II. The development and deployment of missile defenses has not only been elusive, but has proven to be one of the most divisive issues of the past generation. The Bush Administration substantially altered the debate over missile defenses. The Administration requested significant funding increases for missile defense programs, eliminated the distinction between national and theater missile defense, restructured the missile defense program to focus more directly on developing deployment options for a "layered" capability to intercept missiles aimed at U.S. territory across the whole spectrum of their flight path, adopted a new, untried development and acquisition strategy, announced U.S. withdrawal from the 1972 Anti-ballistic Missile Treaty, and is deploying an initial national missile defense capability. Critics, however, take issue with assertions that the threat is increasing, citing evidence that the number of nations seeking or possessing nuclear weapons has actually declined over the past twenty years. Moreover, they argue that the technology for effective missile defense remains immature, that deployment is provocative to allies, friends, and adversaries, and it is a budget-buster that reduces the availability of funds to modernize and operate U.S. conventional military forces. They argue especially that some major powers view U.S. missile defense as an attempt at strategic domination and that other, such as China, will expand their missile capabilities in response.

Since these technologies are a relatively new focus for U.S. missile defense efforts, little information about them has been readily available outside the expert community. Directed-energy or 'beam' weapons comprise chemical lasers, excimer and free electron lasers, nuclear bomb-powered x-ray lasers, neutral and charged particle beams, kinetic energy weapons, and microwave weapons. In addition to describing these devices, this Background Paper assesses he prospects for fashioning from such weapons robust and reliable wartime defense system resistant to Soviet countermeasures. The assessment distinguishes the prospects for perfect or ear-perfect protection of U.S. cities and population from the prospects that technology will achieve a modest, less-than-perfect level of performance that will nonetheless be seen by some experts as having strategic value. Though the focus is technical, the Paper also discusses, but oes not assess in detail, the strategic and arms control implications of a major U.S. move to develop and deploy ballistic missile defense (BMD).

Although terrorism groups will not be deterred by the missile defence being planned, countries like China, North Korea etc., might well be. This book frames the current debate and also presents the legal considerations for withdrawal from the ABM Treaties.
