This collapse sets into sharp relief the unreformed authoritarian tendencies of the region's entrenched elites, many of whom have held power since the early 1990s, and the hollowness of the West's "democratization" agenda. There is a widely held assumption that institutional collapse will precipitate a new bout of ethnic conflict, but Mujanovic argues instead that the Balkans are on the cusp of a historic socio-political transformation. Drawing on a wide variety of sources, with a unique focus on local activist accounts, he argues that a period of genuine democratic transition is finally dawning, led by grassroots social movements, from Zagreb to Skopje. Rather than pursuing ethnic strife, these new Balkan revolutionaries are confronting the "ethnic entrepreneurs" cemented in power by the West in its efforts to stabilise the region since the mid-1990s. This compellingly argued book harnesses the explanatory power of the striking graffiti scrawled on the walls of the ransacked Bosnian presidency during violent anti-government protests in 2014: 'if you sow hunger, you will reap fury'.

Book excerpt: In recent years, western discourse about the Balkans, or “balkanism,” has risen in prominence. Characteristically, this strand of research sidelines the academic input in the production of western representations and Balkan self-understanding. Looking at the Balkans from the vantage point of “balkanism” has therefore contributed to its further marginalization as an object of research and the evisceration of its agency. This book reverses the perspective and looks at the Balkans primarily inside-out, from within the Balkans towards its “self” and the outside world, where the west is important but not the sole referent. The book unravels attempts at regional identity-building and construction of regional discourses across various generations and academic subcultures, with the aim of reconstructing the conceptualizations of the Balkans that have emerged from academically embedded discursive practices and political usages. It thus seeks to reinstate the subjectivity of “the Balkans” and the responsibility of the Balkan intellectual elites for the concept and the images it conveys. The book then looks beyond the Balkans, inviting us to rethink the relationship between national and transnational (self-)representation and the communication between local and exogenous – Western, Central and Eastern European – concepts and definitions more generally. Book excerpt: The right to be elected, although an important political right guaranteed in human rights documents on international and regional levels, is still an under-researched and undertheorized concept with many synonyms in use. While the right to vote is often correlated with democracy, the closely related right to be elected is often neglected, and the constitutions of most countries are silent about it. The 2009 European Court of Human Rights (ECtHR) decision in the case of Sejdić and Finci v. Bosnia and Herzegovina started the discussions concerning the discrimination in enjoyment of the right to be elected in Bosnia and Herzegovina. Although the right to be elected is not explicitly guaranteed in the Dayton Constitution but only in the Law on Election, the ECtHR considered equal enjoyment of this right by everyone in Bosnia and Herzegovina of high importance and declared the relevant Dayton Constitution’s provisions discriminatory. The book explains the conceptual relevance of the right to be elected, its interrelatedness with the right to vote and both these rights’ significance for democratic systems. Through analyzing and explaining the regional human rights tribunal’s decisions concerning the right to be elected, the importance of this political right is elucidated.
