Book excerpt: "In accordance with provisions of the National Environmental Policy Act (NEPA), the National Oceanic and Atmospheric Administration (NOAA) intends to adopt the U.S. Fish and Wildlife Service (USFWS) and California Department of Fish and Game (CDFG)'s Final Environmental Impact Statement/Environmental Impact Report: Bair Island Restoration and Management Plan, Don Edwards San Francisco Bay National Wildlife Refuge, Bair Island Ecological Reserve (FEIS) to comply with NEPA and for agency decision-making purposes. NOAA's proposed action is to fund a portion of the planning and/or implementation of tidal marsh restoration on the Bair Island complex, with funds from an existing American Recovery and Reinvestment (ARRA) grant (Award # NA09NMF4630318). The site is a large complex of former salt evaporators located adjacent to San Francisco Bay in Redwood City, San Mateo County, California, as described further in the FEIS. NOAA has determined that this FEIS adequately analyzes and discloses the environmental impacts associated with this project. After restoration of the tidal habitats, Bair Island will become part of an extensive wetland complex owned in part by CDFG, but operated and managed by the USFWS as part of the Don Edwards San Francisco Bay National Wildlife Refuge. The goals of the Bair Island Restoration and Management Plan are to restore tidal salt marsh habitat on Bair Island, provide habitat for endangered species and other native wildlife, and enhance the public's appreciation and awareness of the unique resources of Bair Island. Once restored, Bair Island can assist with the preservation and recovery of endangered species California Clapper Rail and the endangered salt marsh harvest mouse. The project will assist with the preservation and recovery of endangered species, improve opportunities for wildlife-oriented recreation in the San Francisco Bay area, and address issues of public safety, invasive species, and refuge operations"--Abstract.
