Book excerpt: This report is a follow up to the Fifth Report from the Agriculture Committee, session 1998-99 Badgers and Bovine Tuberculosis HC 233. This report highlights the key issues arising from a meeting with the Independent Scientific Group on Cattle TB (ISG) and Baroness Hayman of the Ministry of Agriculture, Fisheries and Food (MAFF). Following the recommendation of the Krebs report, three different badger control methods are being compared, including pro-active culling, reactive culling following the discovery of bovine TB in herds, and surveys. Whilst the timetable for these trials has slipped, a delay described as regrettable in the report, the Committee reiterates its support for the trial as the only feasible way of obtaining the information essential to establishing the relationship between bovine TB in cattle and badgers and whether culling is a viable policy option, and reaffirms its belief that it is in the wider interests of the farming community, as well as in the long-term interests of conservation and animal welfare organisations, to co-operate fully with the trial. The report urges MAFF to consider the possible policy options once the results of the trial are known as a period of contemplation, following the delays in the trial, would be wholly unacceptable. It is possible that the trial period may have to extend beyond its current scope or end date in order to obtain clear results. It is emphasised that it is the responsibility of MAFF, not of the ISG, to make the ultimate decisions.

Book excerpt: Cattle TB is one of the most serious animal health problems in Great Britain today, with the number of infected cattle doubling every four and a half years, and nearly 20,000 being slaughtered in 2006. The cost of the disease to the taxpayer (£80-100 million a year) and to the farming industry is unsustainable. The introduction of a new system of valuations for slaughtered cattle has proved inequitable in many cases. The final report from the Independent Scientific Group on Cattle TB concluded that badger culling could not meaningfully contribute to the future control of cattle TB in Britain. This conclusion was contradicted by Sir David King, the then Government Chief Scientific Adviser (though he had not discussed findings with the ISG). The Committee believes there is no simple solution that will control cattle TB. The Government should adopt a strategy that includes: more frequent cattle testing; the evaluation of post-movement cattle testing; greater communication with farmers on the benefits of biosecurity measures; the deployment of badger and cattle vaccines when they become available in the future; and continued work on the epidemiology of the disease. Under certain well-defined circumstances it is possible that badger culling could make a contribution towards the reduction in incidence of cattle TB in hot spot areas. Any cull should be licensed by English Nature and: be done competently and efficiently; be coordinated; cover as large an area as possible (265km² or more is the minimum needed to be 95% confident of an overall beneficial effect); be sustained for at least four years; and be in areas which have "hard" or "soft" boundaries where possible. Crucial gaps in the knowledge about cattle TB and the way it spreads remain, and more research is needed. Defra needs more funding from the Treasury to pay for the Committee recommendations.

Book excerpt: The two most prominent mycobacterial diseases in animals include bovine tuberculosis, caused by Mycobacterium bovis and Johne’s disease, caused by Mycobacterium avium subspecies paratuberculosis. Erradication of both diseases has been hampered by a variety of factors. In many countries, the persistence of tuberculosis in cattle has been attributed to reservoirs of M. bovis in wildlife species. Brushtail possums, deer and badgers are notable examples of wildlife reservoirs for M. bovis. The difficulties in eliminating the wildlife reservoir for M. bovis further suggest the need for vaccination of farmed livestock. Vaccination of wildlife species has also been attempted with mixed results. Delivery of the vaccine to wildlife species appears to be a chief obstacle. Vaccination itself leads to complications for diagnostics. For example, when cattle are vaccinated with both BCG and a commercial Johne’s vaccine there is a biased toward the avian tuberculin skin test reaction. Despite these issues, BCG seems to be the clear standard for vaccination against M. bovis, yet many laboratories are investigating ways to improve on BCG. For Johne’s disease, the available commercial vaccines consist of whole-cell preparations in one form or another. But with the ability to generate directed knockouts of specific genes, a number of defined mutants have been constructed in a few laboratories. These should be tested and directly compared with each other and alongside commercial vaccine formulations to determine not only which vaccine is most protective, but which animal model is best for predicting protection in the target host. To this end, there has been a nation-wide, multi-institutional effort to test the best live, attenuated vaccine against Johne's disease in cattle, sheep and goats. This vaccine trial has spanned six years and was conducted in three phases. The first phase examined attenuation in bovine macrophages, the second phase was colonization of spleen and liver in mice and the third phase was protection from bacterial challenge in goats. Many new ideas and retrospective approaches have emerged from this unprecedented effort. These aspects will be captured in this Research Topic. In this Research Topic, we will seek articles on these above topics, but other issues surrounding vaccination of animals against mycobacteria will also be explored. These include immune parameters, correlates of protection, adjuvants and other vaccine formulations, etc.

Book excerpt: This report examines a number of issues regarding the incidence of bovine tuberculosis in cattle, including: recent developments in the Government's TB control strategy, the impact of the disease on the farming industry, scientific research relating to the spread of the disease by badgers (particularly the Krebs review) and the progress being made on the development of a vaccine. Conclusions drawn include: that DEFRA should take time before implementing its control strategy in order to identify possible lessons from past responses to animal disease outbreaks; and that the farming industry should develop proposals for improved husbandry methods which will need to be adequately financed by the government. Better dissemination of good husbandry practice amongst farmers is also required to help counter the spread of the disease. The clearing of the backlog of tests is the priority for the time-being. The Committee supports the Government's decision not to sanction badger culling outside trial areas until full results are known.
