Available in PDF, EPUB and Kindle. Book excerpt: In the wake of the tragedy and destruction that came with Hurricane Katrina in 2005, public schools in New Orleans became part of an almost unthinkable experiment—eliminating the traditional public education system and completely replacing it with charter schools and school choice. Fifteen years later, the results have been remarkable, and the complex lessons learned should alter the way we think about American education. New Orleans became the first US city ever to adopt a school system based on the principles of markets and economics. When the state took over all of the city’s public schools, it turned them over to non-profit charter school managers accountable under performance-based contracts. Students were no longer obligated to attend a specific school based upon their address, allowing families to act like consumers and choose schools in any neighborhood. The teacher union contract, tenure, and certification rules were eliminated, giving schools autonomy and control to hire and fire as they pleased. In Charter School City, Douglas N. Harris provides an inside look at how and why these reform decisions were made and offers many surprising findings from one of the most extensive and rigorous evaluations of a district school reform ever conducted. Through close examination of the results, Harris finds that this unprecedented experiment was a noteworthy success on almost every measurable student outcome. But, as Harris shows, New Orleans was uniquely situated for these reforms to work well and that this market-based reform still required some specific and active roles for government. Letting free markets rule on their own without government involvement will not generate the kinds of changes their advocates suggest. Combining the evidence from New Orleans with that from other cities, Harris draws out the broader lessons of this unprecedented reform effort. At a time when charter school debates are more based on ideology than data, this book is a powerful, evidence-based, and in-depth look at how we can rethink the roles for governments, markets, and nonprofit organizations in education to ensure that America’s schools fulfill their potential for all students.

Book Further Issues for BBC Charter Review

Download or read book Further Issues for BBC Charter Review written by Great Britain: Parliament: House of Lords: Select Committee on the BBC Charter Review and published by The Stationery Office. This book was released on 2006-03-03 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report focuses on a range of issues relating to the BBC Charter, including the current bid for the TV licence fee, the link to the retail price index, and the need for transparency in the licence fee negotiations; the costs of digital switchover and spectrum charging; the BBC World Service and the launch of an Arabic language television channel; the 'Out of London' strategy for more regional broadcasting and the proposal to move several BBC departments to Manchester; sports broadcasting and the regulation of listed events; religious programming and the BBC's public service remit. The Committee supports the continuation of the licence fee, although concerns are raised that the annual cost increases above the rate of inflation may threaten to undermine public support for the BBC in the long term. However, it opposes the link between the retail price index and the licence fee, since it gives the BBC less incentive to make economies and efficiency gains, and instead argues that Parliament, rather than Government, should set the level of the licence fee, with the National Audit Office having scope to scrutinise the licence fee bid and publish its findings. The Committee's first report on the BBC Charter (HCP 50-I, session 2005-06, ISBN 0104007508), published in November 2005, focused on the Government's proposals for the future of the BBC, as set out in the Government's Green Paper ("A strong BBC, independent of government" published by the DCMS in March 2005 for consultation).

Book Charter Revision in the Empire State

Download or read book Charter Revision in the Empire State written by Henrik N. Dullea and published by Rockefeller Institute Press. This book was released on 1997-03-01 with total page 472 pages. Available in PDF, EPUB and Kindle. Book excerpt: Few citizens know much about the constitution of their state. Some don't even know there is one. Yet state constitutions are basic instruments of our democracy. They structure state and local government and stipulate the rights of citizenship. In New York State, as in others, the Constitution mandates a periodic vote on whether the state Constitution should be revised. In New York, a mandatory ballot question is put before the voters every twenty years — "Shall there be a convention to revise the constitution and amend the same?" Seven months prior to the next such vote — which will be held on Election Day, November 4, 1997 — the Nelson A. Rockefeller Institute of Government is publishing companion books on the New York State Constitution — one a sourcebook on constitutional change in New York, the other a rich history of the last constitutional convention held in New York State, that in 1967.

Book excerpt: Access issues are pivotal to almost all charter school tensions and debates. How well are these schools performing? Are they segregating and stratifying? Are they public and democratic? Are they fairly funded? Can apparent successes be scaled up? Answers to all these core questions hinge on how access to charter schools is shaped. This book describes the incentives and pressures on charter schools to restrict access and examines how charters navigate those pressures, explaining access-restricting practices in relation to the ecosystem within which charter schools are created. It also explains how charters have sometimes responded by resisting the pressures and sometimes by surrendering to them. The text presents analyses of 13 different types of practices around access, each of which shapes the school’s enrollment. The authors conclude by offering recommendations for how states and authorizers can address access-related inequities that arise in the charter sector. School’s Choice provides timely information on critical academic and policy issues that will come into play as charter school policy continues to evolve. Book Features: Examines how charter schools control who gains and retains access.Explores policies and practices that undermine equitable admission and encourage opportunity hoarding.Offers a set of policy recommendations at the state and federal level to address access-related issues.

Book Engineering Design

Download or read book Engineering Design written by Cory J. Mettler and published by Springer Nature. This book was released on 2023-06-01 with total page 442 pages. Available in PDF, EPUB and Kindle. Book excerpt: Engineering Senior Design is perhaps the course that most resembles what an engineering professional will be required to do during their career; it is the bridge between the academic classroom and the engineering profession. This textbook will support students as they learn to apply their previously-developed skills to solve a complex engineering problem during a senior-level design course. This textbook follows the design life cycle from project initiation to completion and introduces students to many soft engineering skills, such as communication, scheduling, and technical writing, in the context of an engineering design. Students are instructed how to define an engineering problem with a valid problem statement and requirements document. They will conceptualize a complex solution and divide that solution into manageable subsystems. More importantly, they will be introduced to Project Management techniques that will help students organize workloads, develop functional engineering-teams, and validate solutions, all while increasing the likelihood of a successful completion to the project. Throughout the experience, students are instructed that a well-intentioned solution is not particularly useful unless it can be communicated and documented. To that end, this textbook will help students document their work in a professional manner and to present their ideas to stakeholders in a variety of formal design-reviews. With the support of this textbook, by the end of a student’s senior design experience, each individual will be ready to communicate with other engineering professionals, effectively support engineering design-teams, and manage complex project to solve the next generation’s engineering challenges.
