Available in PDF, EPUB and Kindle. Book excerpt: This report sets out the most significant reforms to tackling re-offending and managing offenders in the community for a generation. Consistently high re-offending rates have led to the radical overhaul with almost half of all prison-leavers reoffending within 12 months - for those serving less than a year that figure rises to almost 58 per cent. For the first time all offenders, including those serving less than 12 months, will be subject to mandatory supervision and tailored rehabilitation on release from prison. Further plans include: a greater use of mentors to meet offenders at the prison gate and support them in the community; only paying in full for services that are proven to work at reducing re-offending; and opening up rehabilitation services to a much wider range of providers, who are free to innovate and do the things that work to turn offenders' lives around. What we do at the moment is send people out of prison with £46 in their pocket, and no support at all. The proposals will see all of those sentenced to prison or probation properly punished while being helped to turn away from crime for good. They will also mean taxpayers' money is only spent on what works when it comes to cutting crime. These proposals build on a consultation from last year which set out plans to open up rehabilitation services to the private and voluntary sector to drive innovation through the criminal justice system and increase the use of Payment by Results

This document builds on themes that the Government first articulated in 'Breaking the cycle', in particular the importance of offenders making a greater contribution to putting right the harm they have done to victims of crime. The reforms set out in the document for consultation are based on the following principles: i) practical and emotional support should be given to those who need it most; ii) victims should receive help as and when they need it; iii) services should meet the different needs of communities across the country; offenders should make reparation for the impact of their crimes.

Problem-Oriented Policing (POP) approach was one response to a crisis in policing that emerged in the 1970s and 1980s. Police were not being effective in preventing crime because they had become focused on the ¿means¿ of policing and had neglected the ¿goals¿ of preventing and controlling crime. The ¿problem¿ rather than calls or crime incidents should be the focus. This study conducted a review to examine the effectiveness of POP in reducing crime and disorder. Studies had to meet 3 criteria: (1) the SARA model was used; (2) a comparison group was included; (3) at least one crime or disorder outcome was reported. Only 10 studies that met the criteria; there was a modest but statistically significant impact of POP on crime.

Book excerpt: Government plans to introduce payment-by-results in probation services need to be redesigned in respect of women offenders-who are often classified as presenting a lower risk of reoffending-so that they receive the intensive tailored support they need. The Government's strategic priorities for women offenders lack substance and in particular must take a broader approach to supporting women at risk of reoffending and addressing the inter-generational nature of crime. The Committee welcomes the Government's extension of through the gate statutory support to prisoners sentenced to less than 12 months, likely to benefit many women offenders. However, potential providers of rehabilitative services need to recognise that levels of risk posed by women may not reflect the level of support such women require. Although progress has been made since the Corston recommendations, a number of concerns remain: the women's prison population has not fallen sufficiently fast; over half of women offenders continue to receive ineffective short-custodial sentences; mental health and substance misuse treatment which could reduce use of custody remains unavailable to Courts in sufficient volume. Maintaining a network of women's centres and using residential alternatives to custody are likely to be more effective and cheaper in the long run than short custodial sentences. The Committee does not recommend substantive changes to the overall sentencing framework, but argues instead for more emphasis to be placed on ensuring courts are provided with robust alternatives to custody specifically appropriate to women
