Book excerpt: Bilan et perspectives de la politique en faveur de l’apprentissage À partir de 2012, l’apprentissage a connu un certain nombre de bouleversements. En effet, pour des raisons essentiellement budgétaires, l’indemnité compensatrice forfaitaire (ICF) a été supprimée puis remplacée par une prime de 1 000 euros réservée aux seules entreprises de moins de 11 salariés. Le crédit d’impôt apprentissage a également été resserré. Ces mesures, intervenues à un moment où la situation de l’emploi était déjà difficile, ont donc entraîné les conséquences que l’on connaît, à savoir une chute des entrées en apprentissage de plus de 8 % en 2013 et de l’ordre de 3 % en 2014. Avec les assises de l’apprentissage, le Gouvernement a enfin pris la mesure des difficultés d’un secteur essentiel pour l’emploi. Il est partiellement revenu sur les mesures prises en début de législature qui expliquent en partie le rattrapage en termes d’entrées dans l’apprentissage enregistré cet été. L’apprentissage a besoin cependant d’être stimulé davantage afin d’atteindre l’objectif ambitieux des 500 000 apprentis. Pour cela, le rapporteur pour avis soumet quelques propositions notamment accentuer le rapprochement entre éducation nationale et secteurs professionnels mais aussi permettre aux bénéficiaires de minima sociaux d’avoir plus largement accès à l’apprentissage afin de les faire entrer durablement dans l’emploi.

Book excerpt: Le dispositif de protection des majeurs Alors que le nombre de personnes bénéficiant d’une mesure de protection juridique a connu une croissance particulièrement élevée au cours des dernières décennies, pour atteindre 1,5 % de la population française en 2014, Luce Pane, la rapporteure, a choisi de consacrer cet avis budgétaire au dispositif de protection des majeurs. La loi du 5 mars 2007 a permis de renforcer les droits de la personne protégée, d’améliorer l’articulation entre mesures sociales et judiciaires et de professionnaliser l’activité de mandataire judiciaire à la protection des majeurs. Si son bilan est globalement positif, des ajustements s’avèrent aujourd’hui nécessaires. En effet, l’objectif de diversification des mesures n’est que partiellement atteint et le basculement des mesures judiciaires vers des mesures sociales reste rare. Les difficultés rencontrées dans la mise en œuvre concrète des différents dispositifs tiennent en grande partie au manque de moyens alloués par le ministère de la Justice pour suivre et contrôler l’application de la loi. Surtout, les modalités de financement se caractérisaient jusqu’à présent par une grande complexité, en particulier pour les organismes de sécurité sociale. Afin d’améliorer la mise en œuvre et l’efficacité du dispositif, la rapporteure recommande d’élargir l’accès à la mesure d’accompagnement social personnalisé et à la mesure d’accompagnement judiciaire à des publics fragiles qui en sont aujourd’hui exclus, de renforcer l’information du public, d’améliorer la formation des professionnels chargés de la protection juridique des majeurs, ou encore de mieux encadrer l’exercice de l’activité des mandataires judiciaires à la protection des majeurs. Par ailleurs, le projet de loi de finances pour 2016 prévoit de simplifier les modalités de financement du dispositif grâce, d’une part, au transfert à l’État du financement des mesures par les organismes de sécurité sociale et, d’autre part, à une simplification de la gestion des dotations au niveau local. La rapporteure salue cette réforme bienvenue qui contribuera à améliorer l’efficacité du dispositif.

Le succès de l’auto‑entrepreneuriat met également en lumière de nouveaux comportements, dont il convient de tenir compte, en particulier chez les jeunes, qui ont une appétence forte pour le travail indépendant mais aussi pour de nouvelles formes de travail plus participatives et plus solidaires. Le Gouvernement a pris la mesure des enjeux : ainsi, lors de la présentation du plan « Tout pour l’emploi dans les TPE et les PME », le Premier ministre a annoncé l’objectif du doublement du nombre de demandeurs d’emploi accompagnés dans une démarche de création d’entreprise pour le passer de 35 000 à 70 000 personnes accompagnées. La rapporteure pour avis,Chaynesse Khirouni,a procédé à une analyse des différents outils – notamment le nouvel accompagnement pour la création et la reprise d’entreprise (NACRE) et le plan PEPITE en faveur des étudiants-entrepreneurs – mis en place pour accompagner les créateurs d’entreprises et les aider à les pérenniser. Elle a insisté sur la nécessité de renforcer encore et toujours l’accompagnement et de veiller à maintenir et même à augmenter les crédits alloués à ces dispositifs.

Book excerpt: Health and social care in every system and in every country is labour intensive, and must be oriented to people's needs if it is to be effective. It is now widely recognized that human resources for health (HRH) are a key enabler for the attainment of universal health coverage, and for the achievement of Sustainable Development Goal (SDG) 3 - Ensure healthy lives and promote well-being for all at all ages. As is stressed in the Global Strategy on Human Resources for Health: Workforce 2030, there can be no viable national, or global, health system without an effective health workforce. The Global Strategy, adopted at the Sixty-ninth World Health Assembly in May 2016, challenges the erroneous narrative of health workers as a unit of cost in the production of health. The evidence instead presents an intersectoral agenda on the pre-condition of equitable access to health workers in the attainment of universal health coverage, along with a dynamic labour market understanding of the substantive impact on education, employment, jobs and innovation in the health and social care economy. The Global Strategy, therefore, enables governments and other relevant stakeholders to adopt a holistic, rather than fragmented, approach to ensuring that the health workforce contributes both to improved health and to broader socioeconomic development.
