Book excerpt: Le patrimoine immobilier des universités Dans le contexte de l’augmentation des flux de nouveaux étudiants, la rapporteure pour avis a consacré ses travaux au patrimoine immobilier des universités, qui représente un important défi financier pour l’enseignement supérieur. S’il apparaît que la taille globale de ce patrimoine est suffisante pour accueillir ces nouvelles vagues d’étudiants, sa qualité très contrastée, avec les deux cinquièmes des bâtiments dans un état de dégradation inquiétante et un dixième franchement préoccupante, nécessite en effet de lourds efforts de remise à niveau et d’entretien, qui peuvent être évalués à des montants de l’ordre d’un milliard d’euros par an. Or les investissements actuels, qu’il s’agisse des subventions aux universités, des contrats de plan État-région ou des grands projets, ne couvrent que les deux tiers de ce montant. Au-delà de l’indispensable participation de l’enseignement supérieur aux troisième programme des investissements d’avenir, la rapporteure pour avis juge décisif que les universités se dotent rapidement d’une stratégie immobilière, inséparable de leur stratégie de formation et de recherche, et acquièrent les réflexes de bon gestionnaire qu’impose un patrimoine aussi vaste. Cette stratégie doit prendre en compte les révolutions pédagogiques et écologiques en cours. Elle doit mieux valoriser les atouts des universités, notamment grâce à une meilleure insertion dans la formation professionnelle. Pour celles qui sont le plus avancées dans cette direction, il serait en outre utile d’étendre la dévolution du patrimoine, aujourd’hui limitée à trois universités, qui apparaît efficace bien qu’elle soit onéreuse pour l’État. La rapporteure pour avis suggère de poursuivre cette expérimentation au bénéfice d’abord des universités qui ont su se regrouper dans des communautés et qui s’attachent à mettre en commun les outils d’une gestion immobilière de qualité.

Porteur à l’international d’enjeux d’influence et économiques primordiaux pour la projection de la France dans le monde, le livre bénéficie d’un dispositif de promotion et de diffusion à l’étranger très important. Mobilisant des moyens significatifs, estimés à 33 millions d’euros, cette politique de soutien relève de deux ministères – affaires étrangères et développement international, et culture et de la communication – appuyés par leurs opérateurs respectifs (Institut français et Centre National du livre), et par des organismes interprofessionnels partenaires de l’action culturelle extérieure de la France. Elle doit néanmoins surmonter plusieurs difficultés : dispersion des actions, réduction des moyens, fragilité des débouchés d’avenir (pays Afrique francophone, en particulier) et forte pression de la culture anglo-saxonne ; de plus, face aux mutations et au contexte fortement concurrentiel du secteur, aggravés par une conjoncture économique incertaine, elle doit gagner en efficacité. Aussi le rapport propose-t-il plusieurs pistes d’évolution : nouveaux modèles économiques de coédition, plateformes de diffusion à la demande et développement du numérique.

Il appelait de ses vœux une remise à plat de l’intervention de l’État en faveur de la presse, fondée sur deux objectifs principaux : rationaliser les aides à la distribution et à la diffusion et recentrer l’effort financier sur une presse citoyenne de qualité ainsi que sur les investissements d’avenir et l’innovation. Il insistait également sur le nécessaire renforcement de la contractualisation et de la transparence des aides. A la suite de ce rapport, un groupe d’experts piloté par M. Roch‑Olivier Maistre et auquel participait le rapporteur a été chargé de formuler des pistes de réforme des aides à la presse. Sur la base des propositions présentées dans le rapport remis à la ministre de la culture et de la communication en avril 2013, s’est engagée, en 2013 et 2014, une réforme des aides à la presse qui se poursuit en 2015 et 2016 avec le chantier crucial de la réforme des aides à la distribution, alors que les accords « Schwartz », qui précisent les conditions de distribution de la presse par la Poste du 1er janvier 2009 au 31 décembre 2015, arrivent à échéance. Trois ans après le diagnostic sévère posé dans son avis précité, il est apparu opportun au rapporteur de dresser un premier bilan des évolutions intervenues depuis lors et de formuler des propositions pour les réformes à venir.

L’étude proposée par le rapport porte en particulier sur l’organisation la plus généraliste, la plus développée et la mieux implantée sur tout le territoire : les scènes nationales. Le label « Scène nationale » n’a vu le jour qu’en 1991, mais leur histoire est beaucoup plus ancienne : elle s’inscrit dans la volonté des pouvoirs publics, prolongeant les initiatives pionnières de grands noms du théâtre, de diffuser une création contemporaine de qualité sur l’ensemble du territoire. Lieux accessibles et de proximité de l’art, elles ont rassemblé lors de la saison 2013/2014 plus de 3 millions de spectateurs. Si en 2013/2014, les financements publics se sont globalement maintenus, depuis un an, des annonces de baisse de subventions des collectivités territoriales se sont multipliées, et parfois fortement appliquées. Les 71 scènes nationales représentent 71 projets artistiques. La participation de l’État à cette diversité, bien que modeste, est plus que jamais, nécessaire pour en assurer la liberté de programmation, mais elle doit pouvoir compter sur le soutien, dans la durée, des engagements pris par les différents partenaires territoriaux.
