Book excerpt: The Transportation Security Administration (TSA) is responsible for screening all checked baggage in U.S. airports for explosives and has deployed explosive detection systems and developed standard procedures for their use. TSA also allows alternative screening procedures to be used for short-term, special circumstances. This report addresses (1) how TSA prioritized the use of checked baggage screening procedures and identified trade-offs in security effectiveness and operational efficiencies; (2) how TSA reported use of the procedures and ensured that standard procedures are used whenever possible; and (3) what steps TSA took to reduce airports' need to use alternative screening procedures and to establish performance measures to monitor their use. To address these issues, GAO interviewed TSA officials, reviewed information from TSA's database on checked baggage screening operations; and conducted airport site visits.

Book excerpt: In 2015, TSA screened or oversaw the screening of more than 708 million passengers at more than 450 U.S airports. In carrying out the screening process, TSA is responsible for ensuring the security of civil aviation while also managing the efficient flow of passengers. TSA employs screening personnel, called TSOs, to carry out passenger and baggage screening operations. Each year, TSA tests TSO performance as part of its efforts to monitor the effectiveness of aviation security screening. In 2011, TSA began providing expedited screening procedures to selected passengers, intended to strengthen security and improve the passenger experience by shortening lines and wait times. This testimony addresses the extent to which TSA (1) has taken steps to improve the security effectiveness of expedited screening and (2) uses TSO performance testing data to enhance TSO performance in screening for prohibited items. This statement is based on reports GAO issued in May 2016 and December 2014, and selected updates. Among other things, GAO analyzed TSA documentation on expedited screening and TSO testing data. GAO recommended that TSA ensure that (1) airports submit complete TSO performance data, (2) the data are analyzed nationally, and (3) implementation of covert testing recommendations are tracked. Book excerpt: The Transportation Security Administration (TSA) has deployed two types of baggage screening equipment: explosive detection systems (EDS), which use X-rays to scan bags for explosives, and explosive trace detection systems (ETD), in which bags are swabbed to test for chemical traces of explosives. TSA considers screening with EDS to be superior to screening with ETD because EDS machines process more bags per hour and automatically detect explosives without direct human involvement. In March 2005, GAO reported that while TSA had made progress in deploying EDS and ETD machines, it had not conducted a systematic, prospective analysis of the optimal deployment of these machines to achieve long-term savings and enhanced efficiencies and security. GAO's testimony today updates our previous report and discusses TSA's (1) deployment of EDS and ETD systems and the identified benefits of in-line systems, and (2) planning for the optimal deployment of checked baggage screening systems and efforts to identify funding and financing options.

The Transportation Security Administration (TSA), within the Department of Homeland Security (DHS), seeks to ensure through the Electronic Baggage Screening Program (EBSP) that checked-baggage-screening technology is capable of detecting explosives. Generally, the explosives detection system (EDS) is used in conjunction with explosives trace detection (ETD) machines to identify and resolve threats in checked baggage. As requested, GAO assessed the extent to which: (1) TSA revised explosives detection requirements and deployed technology to meet those requirements, and (2) TSA's approach to the current EDS acquisition meets best practices for schedules and cost estimates and includes plans for potential upgrades of deployed EDSs. GAO analyzed EDS requirements, compared the EDS acquisition schedule against GAO best practices, and interviewed DHS officials. This is a public version of a sensitive report that GAO issued in May 2011."
