GAO noted that: (1) in 1991, FAA created its Safety Performance Analysis System (SPAS) to focus its inspection resources on the pilots, aircraft, and facilities that pose the greatest risk; (2) poor data quality jeopardizes the success of SPAS; (3) FAA officials have not fully responded to prior recommendations of adopting a strategy to improve data quality by the end of 1995; (4) FAA inspectors have performed inspections without the appropriate or up-to-date credentials; (5) FAA has had trouble training its inspectors because it does not offer the necessary courses and has limited aircraft-specific training and decreased the frequency of inspector flight training; (6) between fiscal year (FY) 1993 and FY 1996, funding for technical training decreased 42 percent; and (7) FAA expects a $20-million shortfall for technical training it identified as essential for FY 1996.

The safety of these passengers and crew members depends in large measure on how well Faa inspectors ensure the aviation industry complies with safety regulations. It is important to acknowledge that most air carriers, aviation professionals, and Faa inspectors work hard to ensure the continued safety of the flying public, and I would note that commercial air travel remains the safest form of transportation in existence. Let me say at the outset that the goal today is not to sensationalize, but to inform. The measures taken to protect the identity of the first two witnesses were done at their request, and while I realize that these measures may give the hearing an air of mystery or intrigue, I want to assure those present that the only objective of our hearing is to assist the Faa in performing its safety-related mission. Over the past 10 years, deficiencies in the Faa's management and oversight of its inspection program have been the focus of numerous Government reports and Congressional hearings. Faa has made progress in correcting these weaknesses. The focus today is whether additional measures are necessary to resolve shortcomings in the Faa's inspection program. Book excerpt: Pursuant to a congressional request, GAO examined the Federal Aviation Administration's (FAA) training of its aviation safety inspectors, focusing on whether: (1) operations inspectors received the recurrent flight training required to make pilot flight checks; (2) opportunities existed to more efficiently utilize the inspectors; and (3) airworthiness inspectors received the training they needed to perform maintenance inspections. GAO found that: (1) although FAA required that operations inspectors receive flight training every 6 months, 495 of the 786 operations inspectors assigned to flight-check duties had not received the required training; (2) many unqualified inspectors continued to make flight inspections because FAA often waived the training requirement and assigned most of its operations inspectors to flight-check duties, regardless of the number of flight checks that each inspector performed; (3) because some inspectors made only a few flight checks each year, opportunities existed for FAA to assign fewer inspectors to flight-check duties and reduce the number of inspectors requiring training; (4) airworthiness inspectors received only half of the training that FAA had planned for them in 1988 because of the lack of qualified instructors and available courses; and (5) although FAA plans to upgrade and modernize its training system, further improvements are needed to effectively meet the training requirements as the inspector work force grows.
