About 6,100 technicians maintain FAA's current (legacy) facilities and equipment and will be responsible for the Next Generation (NextGen) technologies planned for the next 15 years. Safe and efficient air travel will therefore partly depend on FAA's having technicians with the right skills now and in the future. As requested, GAO reviewed how (1) FAA incorporates key practices of leading organizations in its workforce planning for technicians, (2) FAA's technician training compares with key practices of leading organizations, and (3) the costs of technician training, including travel costs, have changed in recent years. GAO analyzed FAA workforce and training data, compared FAA planning and training practices with criteria identified in prior GAO work, and conducted focus group interviews with FAA technicians and FAA Training Academy instructors."--Highlights.

FAA oversees the certification process of these mechanics and of repairmen who fix aircraft parts. Some stakeholders are concerned that retirements and attrition could reduce the number of certificated workers needed to meet the growing demand for air travel. One of FAA’s goals is to promote the development of a robust and diverse workforce, but it doesn’t collect or analyze data to measure progress toward its goal. GAO recommends that FAA use its existing data and coordinate with other federal agencies to identify and gather information to measure progress and target resources toward its goal of promoting a robust, qualified, and diverse aviation maintenance workforce.

In result, mission effectiveness could be enhanced. The FAA A&P Certification is one of the most difficult professional credentials to earn, encompassing strict FAA eligibility requirements, training, practical experience, and examination processes. The FAA A&P Certification process may provide our aircraft maintenance technicians with broader and multi-skill sets to benefit Air Force in peacetime and wartime operations; reduce maintenance deployment manning packages; increase mission readiness; increase aircraft mission capability; and increase productivity. As the Air Force evaluates force development and force reductions, the multi-skilled and FAA-credentialed technician may be the key for maintenance efficiency and support of simultaneous local and deployment operations. The results of the research revealed that there is a cost-effective method of incorporating FAA training and certification processes in Air Force aircraft maintenance training and force development and has proven to be successful."--Abstract.
