Book excerpt: As Brillant-Savarin remarked in 1825 in his classic text Physiologie du Goût, “Tell me what you eat, and I will tell you who you are.” Philosophers and political theorists have only recently begun to pay attention to food as a critical domain of human activity and social justice. Too often these discussions treat food as a commodity and eating as a matter of individual choice. Policies that address the global obesity crisis by focusing on individual responsibility and medical interventions ignore the dependency of human agency on a culture of possibilities. The essays collected here address this lack in philosophy and political theory by appreciating food as an origin of human culture and a network of social relations. They show how an approach to the current global obesity epidemic through individual choice deflects the structural change that is necessary to create a culture of healthy eating. Analyzing the contemporary food crises of obesity, malnutrition, environmental degradation, and cultural displacement as global issues of public policy and social justice, these essays display the essential interconnections among issues of social inequity, animal rights, environmental ethics, and cultural identity. The book examines both the contradictions in the global food system as well as the implications of existing ideologies of production associated with commodity industrial agriculture using evidence from relevant international case studies. The book's first section presents the context of the food crisis with contributions from leading international academics and food policy activists, including climate scientists, ecologists and social scientists. These contributions identify current contradictions in policy and practice that impede solutions to the food crisis. Set within this context, the second section assesses current conditions in the global food system, including economic viability, sustainability and productivity. Case study analyses of regions exposed to neoliberal policy at the production end of the system provide insights into both current challenges to feeding the world, as well as alternative strategies for creating a more just and moral food system.

Eradicating hunger and poverty is also a priority Millennium Development Goal, adopted by 189 countries. The sad truth is, however, that the gap between theory and practice is wide and, at an estimated 925 million, the number of hungry people in the world remains unacceptably high. The European Union has long invested in rural development, both at home and in developing countries in Asia, Africa and Latin America. The EU is committed to ensuring global food security. The 1 billion euro EU Food Facility created in 2008 provided a rapid response to problems caused by soaring food prices in developing countries. The Food Security Thematic Programme is helping improve food security for the world's poorest and most vulnerable people. Bilateral country programmes also provide substantial support to agriculture and food security and overall the EU has more than delivered on promises made at the G8 Summit in L'Aquila in 2009 to deliver €2.7 billion in support to agriculture and food security over 2010-2012: it has committed almost €3 billion in just two years. In this brochure, we look at the EU's recently launched four-year regional programme to transfer appropriate technology to Asia's poorest, smallholder farmers who are the backbone of the region's economies. The programme, 'Technology Transfer for Food Security in Asia', seeks to improve the food security, nutrition and livelihood of the poorest and most vulnerable people in South and Southeast Asia by increasing productivity through the transfer of appropriate and effective technologies, as well as enhanced access to markets. Encouraging regional cooperation is a priority. We see this as a vivid example of how Asia and Europe can work together to empower millions of people, making them a true part of a new, rising Asia -- EU Bookshop.

Though the financial crisis has taken a forefront in 2009 and signs of recession seem to be diminishing, one cannot say the same of the Global Food Crisis. Over a year has passed since the international community began to find solutions to the food crisis, unfortunately, there are more hungry people in the world than any given time in history. The impact felt all over the world, especially on those who are the most vulnerable of all populations has been tremendous. In mid 2009, FAO estimated that 1.02 billion people, almost 60 million more people than this time last year, have been plunged into hunger. While there are a number of initiatives launched by various actors all over the world, it has becoming evident that a more planned, coordinated and cohesive effort is required in finding sustainable solutions to combat the food crisis. The United Nations, as the international body mandated to lead and coordinate response to crises formed the High-Level Task Force (HLTF) on the Global Food Security Crisis under the chairmanship of the UN Secretary General. The HLTF formulated a set of short-term and long-term outcomes and actions under the Comprehensive Framework of Action (CFA) that could be followed by the international community to combat the food crisis. Complex emergencies, natural and man-made disasters have already compounded the ability of the most vulnerable populations such as women, children, refugees, displaced and poor to cope with the food crisis. This study attempts to evaluate the role taken on by the UN when providing humanitarian assistance to the most vulnerable populations in the context of the Global Food Crisis. The UN has had to evolve with such complex situations and has had to re-think the way they deliver humanitarian assistance. However, this study highlights the need for the UN to change the way it works by revisiting existing humanitarian and food architecture, policies and programmes, especially in the face of the Global Food Crisis.
