What then are the dynamics of citizenship in Europe's new democracies and how do emerging solutions to the question of citizenship there respond to the concerns that the issue of citizenship has raised and continues to raise elsewhere? These questions prompted the project which has led to this volume. Conceived in 1991, it focussed on Poland, Hungary and, what was then Czecho-Slovakia, as countries already grappling with the issue of post-communist citizenship.

Book excerpt: The current perception of democratic crisis in Western Europe gives a renewed urgency to a new perspective on the way democracy was reconstructed after World War II and the principles that underpinned its postwar transformation. This study accounts for the formation of the postwar democratic order in Western Europe by studying how the main political actors in France, West Germany and Italy conceptualized democracy and strove over its meaning. Based upon a wide range of librarian and archival sources from these countries, it tracks changing conceptions of democracy among leading politicians, political parties, and leaders of social movements, and unveils how they were deeply divided over key principles of postwar democracy – such as the political party, the free market economy, representation, and civic participation. By comparing three national debates on the question what democracy meant and how it should be institutionalized and practiced, this study argues that only in the 1970s conceptions of democracy converged and key political actors accepted each other as democrats with similar conceptions of democracy. This study thereby deconstructs the myth of the quick emergence of one consensual Western European model of democracy after 1945, demonstrates that its formation was a long and contentious process in which national differences were often of crucial importance, and contributes to an enhanced understanding of the historical roots of the current sentiment of democratic crisis.

If so, how? Why do social democratic political parties respond differently to the crucial question of the future of the European Union? While many social democratic parties initially opposed European integration either in principle or because of the form it took, gradually they came to lend their full, though often critical, support to it. Despite this evolution, important differences between them have remained. This book examines the preferences of social democratic parties in Germany, France, the UK, Sweden and Greece towards European integration, in comparative perspective. Using a variety of sources, including interviews with key party officials, the contributors explore what kind of Europe these parties want, and seek to explain the formation and evolution of these preferences over time. They examine the interplay of national peculiarities and cross-national factors and their impact on preferences on European integration. In addition to highlighting the role of party leaders, they reveal that, far from being united on European integration, these parties disagree with each other in part because they have retreated – to varying degrees – from key social democratic principles. Making an important contribution to the scholarship on preference formation and the research that links the European Union with the nation state, it will be of interest to students and scholars of the EU, comparative politics and political parties.

Le serait-il que la défiance des uns, l'indifférence des autres, pose la question de l'inachèvement de l'Europe du citoyen. Pourtant, la politique étrangère, celle de la défense ou encore la politique sociale (pour ne rien dire d'une politique économique) sont autant d'enjeux et de défis, aujourd'hui comme demain. Et ils sont de taille. L'Europe est inachevée, aussi, parce que, au-delà des adhésions annoncées de la Bulgarie et de la Roumanie, puis de la Croatie, la question du sud-est européen reste posée comme l'est celle de la vocation de la Turquie à rejoindre ou non l'Union. L'Europe est encore inachevée en tant que projet. Europe des patries, Europe fédérale, confédérale, des régions, des peuples ? En bref, quelle Europe, aujourd'hui qu'il n'est plus censé exister une « Autre Europe » ? Inachevée sans aucun doute, l'Europe est à inventer ou mieux, à réinventer. Et cet inachèvement même réclame sans doute une pédagogie qui ne soit ni celle de l'apologie sans discernement ni celle de la critique aveugle.
