The main purpose of introducing AIS was to offer a wider spectrum of available, continuous and reliable navigational data. Apart from being useful for traffic control in a marine area, AIS data can be a very important source of information used in collision avoidance process. However, some reservations are voiced with regard to the unconditional reliance on the data transferred through this channel. The information integrity problem had been raised already at the stage of system implementation and some fragmentary outcomes were published in the past. However, it can be assumed that the results from the system introduction period may not represent reality. Thus, it seems reasonable to base the assessment on theoretical analysis, through the development of multi-criteria model describing the AIS information integrity. The research was performed on data recorded in the period between 04.04.2006 r. and 08.01.2012 r. (selected 55 weeks- 385 days) in the laboratory of Institute of Navigation and Hydrography. Only full 24-hour recordings of AIS signals were selected for the analysis. Fifty five measurement sessions were used to determine the limit probability for availability and integrity exponential of information system, expected value of system lifetime, expected value of system failure time, failure rate, renewal rate. Available in PDF, EPUB and Kindle. Book excerpt: The use of the Automatic Identification System (AIS) has been mandated for ships over 300 gross tonne since December 2004. Through Border Protection Command, DSTO was tasked to assist the Australian Maritime Safety Authority with the assessment of the performance of AIS and a new variant AIS-B. AIS-B is a cut down version meant for smaller vessels but there have been concerns by the maritime community that AIS-B cannot be detected sufficiently by vessels carrying AIS. This report covers a three month study investigating this issue. The outcome, based on a survey of vessels entering Newcastle Port, was that the different AIS fitouts carried were capable of detecting AIS-B signals. However, 17% of these vessels did not report detections. This was more likely to occur if the model of AIS equipment only displayed the vessel's identification number because it was not capable of decoding and displaying the name of the AIS-B vessel. This finding indicates the lack of detection issue is to some extent caused by Vessel Masters not recognising the detection on their AIS displays. It was also discovered that even where the name of the AIS-B vessel was displayed, the AIS displays do not distinguish between AIS and AIS-B detections.

Book excerpt: The Automatic Identification System (AIS) is an autonomous and continuous broadcast system that exchanges maritime safety/security information between participating vessels and shore stations. In addition to providing a means for maritime administrations to effectively track the movement of vessels in coastal and inland waters, AIS can be a means to transmit information to ships in port or underway that contributes to safety-of-navigation and protection of the environment using Application Specific Messages (ASMs). The United States Coast Guard Research and Development Center has developed processes to manage the ASMs. Several standard ASMs have been defined and methods have been developed for message creation, routing, queuing, transmission and monitoring. An AIS transmit architecture aligned with International standards has been developed to implement the efficient and robust transmission of ASMs. As part of the development and testing of the capability to transmit electronic Marine Safety Information (eMSI), RDC established a test bed in Louisville, KY. This report summarizes the goals and results of both the first phase conducted in 2012 and the second phase conducted July 2013 - May 2014. The tests show that the transmission of eMSI can improve safety-of-navigation and efficiency of marine transportation.

Many U.S. ports and waterways lack adequate information services, although certain elements of advanced systems are now available in some locations. Barriers to improvements in information systems include the division of responsibilities for waterways management among multiple agencies at all levels of government, a lack of coordination among the federal agencies responsible for waterways management, inadequate budgets for some critical maritime programs, the high costs of some specialized technologies, stakeholder opposition to user fees, limited access to certain key data, the incompatibility of many independently developed systems, and the absence of standards for some attractive technologies. In this report, the second phase of a three-year study by the Committee on Maritime Advanced Information Systems of the National Research Council, a strategy is presented for overcoming the major barriers and deficiencies and providing a minimum level of maritime safety information nationwide. In this phase of the study, the committee concentrated on maritime information systems that promote safety, which is the area of greatest need. The committee did not examine in detail the relationship between navigation safety and maritime transportation efficiency or evaluate information systems that promote efficiency; the committee believes, however, that these issues deserve further attention.
