Book excerpt: L'étude vise à démontrer que la "banalisation" du droit administratif, et par conséquent sa perte d'autonomie, se justifie aisément au regard de l'évolution parallèle qu'ont subi les règles administratives et le juge administratif. Mais parallèle ne signifie pas similaire. C'est donc en se risquant à une dissociation entre les règles et le juge que la démarche sera entreprise. Cela permettra de démontrer qu'à la remise en cause de l'autonomie juridique, entendue comme l'autonomie des règles de droit administratif, correspond l'acquisition d'une autonomie juridictionnelle, entendue comme l'autonomie du juge administratif. La mise en évidence de cette évolution apparemment paradoxale permettra d'expliquer à la fois la raison d'être de l'autonomie du droit administratif et les raisons de son déclin. Or, si en démontrant que l'autonomie juridique se trouve en proie à l'autonomie juridictionnelle, l'étude justifie la réduction de l'autonomie du droit administratif, elle ne s'inscrit nullement dans l'hypothèse d'une disparition de ce droit mais dans celle de son renouveau.
