Book excerpt: This book provides information concerning the costs of transportation on non-urban highways and the relationships between these costs and characteristics of highways such as surface roughness, and vertical and horizontal geometry. The sources of the information presented here are four major road user cost studies performed between 1970 and 1982 in Kenya, the Caribbean, Brazil, and India. In these studies road user costs were investigated in considerable depth. Surveys of commercial road users were performed, surveys on a far larger scale than had been conducted prior to the 1970s. Large scale experiments were undertaken, aimed at determining the fuel consumption of cars, buses and light and heavy goods vehicles under alternative highway conditions, and considerable effort was devoted to obtaining data on vehicle speeds and their responses to highway conditions. The resulting body of knowledge concerning road users' costs is enormous, spanning three continents, diverse highway conditions and radically different economic environments.

New powertrain designs, alternative fuels, advanced materials and significant changes to the vehicle body are being driven by increasingly stringent fuel economy and greenhouse gas emission standards. By the end of the next decade, cars and light-duty trucks will be more fuel efficient, weigh less, emit less air pollutants, have more safety features, and will be more expensive to purchase relative to current vehicles. Though the gasoline-powered spark ignition engine will continue to be the dominant powertrain configuration even through 2030, such vehicles will be equipped with advanced technologies, materials, electronics and controls, and aerodynamics. And by 2030, the deployment of alternative methods to propel and fuel vehicles and alternative modes of transportation, including autonomous vehicles, will be well underway. What are these new technologies - how will they work, and will some technologies be more effective than others? Written to inform The United States Department of Transportation's National Highway Traffic Safety Administration (NHTSA) and Environmental Protection Agency (EPA) Corporate Average Fuel Economy (CAFE) and greenhouse gas (GHG) emission standards, this new report from the National Research Council is a technical evaluation of costs, benefits, and implementation issues of fuel reduction technologies for next-generation light-duty vehicles. Cost, Effectiveness, and Deployment of Fuel Economy Technologies for Light-Duty Vehicles estimates the cost, potential efficiency improvements, and barriers to commercial deployment of technologies that might be employed from 2020 to 2030. This report describes these promising technologies and makes recommendations for their inclusion on the list of technologies applicable for the 2017-2025 CAFE standards.

Book excerpt: Operating cost records of 248 automobiles operated by rural mail carriers in Iowa, 43 in Indiana, and 2 in Alabama, covering 170 routes, were analyzed to determine the operating cost differentials for pavement, gravel, and earth road surfaces. Operation covered the period from November, 1935 to January, 1937. An analysis was made in 1937 of the records of 159 cars and supplemented the following year with a group of 134 additional cars. The close agreement in the results for the 150 originally studies and the 293 cars which comprise the final total, indicates the reliability of results when using what might seem to be a relatively small number of cars. However, the results obtained apply directly only to cars operating under conditions similar to those encountered by rural mail carriers. The detailed daily records of these cars covered such phases of operation as miles of travel on each type of road surface, rates of travel, weather, number of stops, load, amounts of gasoline and oil used, and expenses incurred for tires, maintenance, garage, license, taxes, insurance, depreciation, interest, and extra help. Records submitted were analyzed to determine the average total cost of operation on pavement, untreated gravel, and earth roads for a complete year and for the four seasons. The effects of annual travel, total car mileage, and vehicle age on costs were studied, as were the effects of type of road surface on rate of travel. Segregated costs of gasoline, oil, tires, and maintenance were obtained and compared on the basis of type of roadway and season of year. An application of these data was made to determine the traffic volume necessary to justify changing from earth to a gravel surface on a typical Iowa county road, and to justify the cost of snow removal.
