A comprehensive, interdisciplinary study was envisioned, yielding not only useful insight but also a permanent competence base for future analyses of technological systems and technology policy in Sweden. Three leading Swedish research institutes were invited to participate: the Industrial Institute for Economic and Social Research in Stockholm, the Department ofIndustrial Management and Economics at Chalmers University of Technology in Gothenburg, and the Research Policy Institute at the University of Lund. I was invited to direct the project. The project group decided to focus initially on a particular technological system, namely factory automation, to be followed by similar studies of other systems. Numerous publications have resulted from the project thus far. The current volume represents a summary of our work on factory automation. It consists of several original essays and of some previously published papers which have been edited, in some cases substantially, in order to form a comprehensive and coherent picture of a technological system. To our knowledge, this is the first in-depth analysis of a technological system designed as a component of a systematic study of technological systems more generally. At the time of this writing, three further studies on electronics and computers, pharmaceuticals, and powder technology are under way, to be published in a later volume.

Public and political discourses, as well as economic narratives, shape our understanding of certain developments such as technological change, our behavior more generally, and societal support of said developments. Therefore, it is vital to investigate and analyze these discourses in order to show how technological change is perceived and evaluated today. This work draws from concepts and methods of several different disciplines, most notably using a combination of corpus-linguistic methods and exemplary textual analysis. This way, this work stands as truly interdisciplinary, with a unique approach to the quantitative and qualitative examination of discourses.

Beginning with Warren G. Harding and the Conference he convened in 1921, Jerry Prout looks at how the US political system confronted the unemployment caused by automation. Both liberals and conservatives spoke to the crucial role of technology in economic growth and the need to find work for the unemployed, and Prout shows how their disputes turned on the means of achieving these shared goals and the barriers that stood in the way. This political history highlights the trajectories of two premier scientists of the period, Norbert Wiener and Vannevar Bush, who walked very different paths. Wiener began quietly developing his language of cybernetics in the 1920s though its effect would not be realized until the late 1940s. The more pragmatic Bush was tapped by FDR to organize the scientific community and his ultimate success—the Manhattan Project—is emblematic of the technological hubris of the era. Chasing Automation shows that as American industrial productivity dramatically increased, the political system was at the mercy of the steady advance of job replacing technology. It was the sheer unpredictability of technological progress that ultimately posed the most formidable challenge. Reformers did not succeed in creating a federal planning agency, but they did create a enduring safety net of laws that workers continue to benefit from today as we face a new wave of automation and artificial intelligence.

The authors propose that the twentieth century was not only the American Century but also the Human Capital Century. That is, the American educational system is what made America the richest nation in the world. Its educational system had always been less elite than that of most European nations. By 1900 the U.S. had begun to educate its masses at the secondary level, not just in the primary schools that had remarkable success in the nineteenth century. The book argues that technological change, education, and inequality have been involved in a kind of race. During the first eight decades of the twentieth century, the increase of educated workers was higher than the demand for them. This had the effect of boosting income for most people and lowering inequality. However, the reverse has been true since about 1980. This educational slowdown was accompanied by rising inequality. The authors discuss the complex reasons for this, and what might be done to ameliorate it.

What’s wrong with this picture? Why have so many workers benefited so little from decades of growth? The Work of the Future shows that technology is neither the problem nor the solution. We can build better jobs if we create institutions that leverage technological innovation and also support workers though long cycles of technological transformation. Building on findings from the multiyear MIT Task Force on the Work of the Future, the book argues that we must foster institutional innovations that complement technological change. Skills programs that emphasize work-based and hybrid learning (in person and online), for example, empower workers to become and remain productive in a continuously evolving workplace. Industries fueled by new technology that augments workers can supply good jobs, and federal investment in R&D can help make these industries worker-friendly. And since many social benefits are delivered through jobs, how are people outside the workforce for a lengthy period of time going to earn a living and get health care and social benefits? Looking past today's headlines, political scientist and cultural observer Darrell M. West argues that society needs to rethink the concept of jobs, reconfigure the social contract, move toward a system of lifetime learning, and develop a new kind of politics that can deal with economic dislocations. With the U.S. governance system in shambles because of political polarization and hyper-partisanship, dealing creatively with the transition to a fully digital economy will vex political leaders and complicate the adoption of remedies that could ease the transition pain.
