The authors provide a large variety of perspectives–from economics to technical realization. With the focus on such heavy-lift cargo UAS, the authors consider recently established methods for approval and certification, which they expect to be disruptive for unmanned aviation. In particular, the Specific Operations Risk Assessment (SORA) and its impact on the presented technological solutions and operational concepts are studied. Starting with the assumption of an operation over sparsely populated areas and below common air traffic, diverse measures to further reduce operational risks are proposed. Operational concepts derived from logistics use-cases set the context for an in-depth analysis including aircraft and system design, safe autonomy as well as airspace integration and datalinks. Results from simulations and technology demonstrations are presented as a proof of concept for solutions proposed in this book.

Book excerpt: The development and application of increasingly autonomous (IA) systems for civil aviation is proceeding at an accelerating pace, driven by the expectation that such systems will return significant benefits in terms of safety, reliability, efficiency, affordability, and/or previously unattainable mission capabilities. IA systems range from current automatic systems such as autopilots and remotely piloted unmanned aircraft to more highly sophisticated systems that are needed to enable a fully autonomous aircraft that does not require a pilot or human air traffic controllers. These systems, characterized by their ability to perform more complex mission-related tasks with substantially less human intervention for more extended periods of time, sometimes at remote distances, are being envisioned for aircraft and for air traffic management and other ground-based elements of the national airspace system. Civil aviation is on the threshold of potentially revolutionary improvements in aviation capabilities and operations associated with IA systems. These systems, however, face substantial barriers to integration into the national airspace system without degrading its safety or efficiency. Autonomy Research for Civil Aviation identifies key barriers and suggests major elements of a national research agenda to address those barriers and help realize the benefits that IA systems can make to crewed aircraft, unmanned aircraft systems, and ground-based elements of the national airspace system. This report develops a set of integrated and comprehensive technical goals and objectives of importance to the civil aeronautics community and the nation. Autonomy Research for Civil Aviation will be of interest to U.S. research organizations, industry, and academia who have a role in meeting these goals.

The optimal mix of market forces and government intervention to allocate resources is one of the longest-standing problems facing human civilization. At the theoretical extremes, resources in centrally planned economies are allocated by the government, while resources in capitalist economies are allocated by private markets. In practice, market forces and government interventions co-exist to allocate goods and services in a political environment with shifting pressures to give one approach more responsibility than the other. Current public attitudes toward markets are at a low point in the wake of the Great Recession and the growth in income inequality that began in the 1970s. However, in this book, noted Brookings economist Clifford Winston argues that it is a serious mistake to overlook that markets will be a critical part of the solution to any public objective—whether it be to reduce inequality, stimulate long-term growth, slow climate change, or eliminate COVID 19. In Winston's view, policymakers should be much more aware of the many ways that markets help government to achieve economic and social goals and the potential that markets have to provide greater assistance in achieving those goals. Winston synthesizes the empirical evidence on the efficacy of markets in helping to protect consumers against anti-competitive behavior and when technology appears to prevent price competition; to enable individuals to make more informed decisions; and to reduce negative externalities, improve public production, and encourage innovations. Importantly, Winston presents evidence indicating how markets can also help to reduce poverty, promote fairness in labor markets, and provide merit goods. Winston subjects his assessment to a robustness test by explaining how market forces have helped to address the COVID-19 pandemic by, for example, finding new ways for people to work safely and providing incentives for pharmaceutical companies to develop safe and effective vaccines. Winston takes a proactive approach in his conclusion by suggesting the formation of a major “Commission” composed of academics, policymakers, and businesspeople. Such a panel could explore how market forces could provide greater help to government to address economic and social problems and could provide specific recommendations to facilitate market solutions where appropriate.
