Beginning with Volume 13, the printing and dissemination phases of the ac· tivity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thought that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all concerned if the printing and distribution of the volume were handled by an international publishing house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Corporation of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 20 (thesis year 1975) a total of 10,374 theses titles from 28 Canadian and 239 United States universities. We are sure that this broader base for theses titles reported will greatly enhance the value of this important annual reference work. The organization of Volume 20 is identical to that of past years. It consists of theses titles arranged by discipline and by university within each discipline.

The experience of South Asian Americans, one of the fastest-growing immigrant populations in recent years, tells a different story of inclusion—one in which distinctions within a group play a significant role. Focusing on Indian, Pakistani, and Bangladeshi American communities, Sangay K. Mishra analyzes features such as class, religion, nation of origin, language, caste, gender, and sexuality in mobilization. He shows how these internal characteristics lead to multiple paths of political inclusion, defying a unified group experience. How, for instance, has religion shaped the fractured political response to intensified discrimination against South Asians—Hindus, Muslims, and Sikhs—in the post-9/11 period? How have class and home country concerns played into various strategies for achieving political power? And how do the political engagements of professional and entrepreneurial segments of the community challenge the idea of a unified diaspora? Pursuing answers, Mishra argues that, while ethnoracial mobilization remains an important component of South Asian American experience, ethnoracial identity is deployed differently by particular sectors of the South Asian population to produce very specific kinds of mobilizing and organizational infrastructures. And exploring these distinctions is critical to understanding the changing nature of the politics of immigrant inclusion—and difference itself—in America.

Ascher not only explains some of the often mystifying processes of contemporary finance, he also invites us to consider what becomes of capitalism itself in those places where the relation of capital to its own future is now mediated by financial markets. In the end, we may find that much has changed and much has not; relations of domination endure, and mystifications abound, but the devil is in the details, and that is where Ascher directs our attention. At once a critique of modern finance and of the societies under its spell, Portfolio Society succeeds in revealing the potential limits of Capital, while reveling still in its limitless potential.

For many Americans, it is synonymous with an egregious and unjustifiable suspension of the Bill of Rights. Others, troubled but more cautious, identify the Patriot Act with the grant of unprecedented powers that put civil liberties at some risk. Many who reject these concerns nonetheless accept their underlying assumption —that the Patriot Act does indeed give the federal government a package of powerful new search and surveillance tools.In Rethinking the Patriot Act, Stephen J. Schulhofer explains the act's most important provisions and reviews the best information currently available to gauge their usefulness and their effects in practice. Contrary to conventional wisdom, Schulhofer argues that much of the Patriot Act was essential, and some of it, if not essential, was reasonably defensible. In fact, the act includes provisions —seldom noticed —that add new protections for certain civil liberties, extend new benefits to certain immigrant groups, and provide new remedies for violations of individual rights. Nonetheless, Schulhofer concludes, many of the act's new powers are far too broad, and even where the case for broad powers is strong, they were typically conferred with little effort to assure transparency and accountability.
