Book excerpt: This study examines the evolution of state institutions since 1945 in Vietnam in order to understand the continuities since the commencement of market-oriented economic reforms as well as the extent to which rapid social change has altered authority relations and decision-making processes. It looks particularly at relations between the Communist Party, government and legislature and at those between central and local authorities. What emerges is a more democratic or pluralist system than is portrayed in the 'totalitarian' and 'bureaucratic authoritarian' models. This helps to explain the apparent flexibility of the Vietnamese political system in the face of rapid economic transition, as well as strengths and weaknesses in the democratization process.

Not through open opposition but through their everyday political behavior, villagers individually and in small, unorganized groups undermined collective farming and frustrated authorities' efforts to correct the problems.The Power of Everyday Politics is an authoritative account, based on extensive research in Vietnam's National Archives and in the Red River Delta countryside, of the formation of collective farms in northern Vietnam in the late 1950s, their enlargement during wartime in the 1960s and 1970s, and their collapse in the 1980s. As Kerkvliet shows, the Vietnamese government eventually terminated the system, but not for ideological reasons. Rather, collectivization had become hopelessly compromised and was ultimately destroyed largely by the activities of villagers. Decollectivization began locally among villagers themselves; national policy merely followed. The power of everyday politics is not unique to Vietnam, Kerkvliet asserts. He advances a theory explaining how everyday activities that do not conform to the behavior required by authorities may carry considerable political weight.

This line of thought reasons that these institutions can serve multiple functions, like constraining political leaders or providing information about citizens. In United Front, Paul Schuler challenges these views through his examination of the past and present functioning of the Vietnam National Assembly (VNA), arguing that the legislature's primary role is to signal strength to the public. When active, the critical behavior from delegates in the legislature represents cross fire within the regime rather than genuine citizen feedback. In making these arguments, Schuler counters a growing scholarly trend to see democratic institutions within single-party settings like China and Vietnam as useful for citizens or regime performance. His argument also suggests that there are limits to generating genuinely "consultative authoritarianism" through quasi-democratic institutions. Applying a diverse range of cutting-edge social science methods on a wealth of original data such as legislative speeches, election returns, and surveys, Schuler shows that even in a seemingly vociferous legislature like the VNA, the ultimate purpose of the institution is not to reflect the views of citizens, but rather to signal the regime's preferences while taking down rivals.

This book addresses this issue head on, using empirical evidence from some of the fastest growing and transition economies from East and South Asia. Countries such as the Philippines and Malaysia have already started to deindustrialize before enjoying industrial maturity, while with the exception of China and evidence of some growth in real wages in the other economies, the evidence appears compelling to suggest that increased industrialization and integration into the capitalist economy have not succeeded in providing significant labour improvement. The evidence suggests that a proactive state, focusing on enhancing the material conditions of labour, is pertinent to ensuring sustainable long term industrialization and thus improving material conditions for workers. She also examines the ways that groups and personalities in South Vietnam responded by crafting their own peace proposals, in the hope that the Vietnamese people could solve their disagreements by engaging in talks without outside interference. While most of the writing on peacemaking during the Vietnam War concerns high-level international diplomacy, Sophie Quinn-Judge reminds us of the courageous efforts of southern Vietnamese, including Buddhists, Catholics, students and citizens, to escape the unprecedented destruction that the US war brought to their people. The author contends that US policymakers showed little regard for the attitudes of the South Vietnamese population when they took over the war effort in 1964 and sent in their own troops to fight it in 1965.A unique contribution of this study is the interweaving of developments in South Vietnamese politics with changes in the balance of power in Hanoi; both of the Vietnamese combatants are shown to evolve towards greater rigidity as the war progresses, while the US grows increasingly committed to President Thieu in Saigon, after the election of Richard Nixon. Not even the signing of the 1973 Paris Peace Agreement could blunt US support for Thieu and his obstruction of the peace process. The result was a difficult peace in 1975, achieved by military might rather than reconciliation, and a new realization of the limits of American foreign policy.
