Svennigson published their famous bibliography Brain Drain and Brain Gain, (Lund, 1968, index of authors, countries and regions). It contained 415 items from 40 countries and appeared at a time when the debate about the ad vantages and disadvantages of the brain drain was at its most intense. But the brain drain is still not a thing of the past - certain ly not for Europe. The European countries and those of the rest of the world are in different stages of transition. Industrialization has generally been associated, on the one hand with ever more rapid forms of trans portation and other forms of communication, a long-range rise in the per capita income, the exodus from the countryside to the cities and an enormous urbanization process, and the demand for improved social and economic security, on the other. But these characteristics tend to be more relative than absolute. It is not possible to make a distinct division between developed nations, and countries in various stages of development. All countries are constantly undergoing change and are in transition with respect to development. The constant migration of skilled workers and es pecially the search for better training and working conditions on the part of academically trained people is inseparable from this process of transition - i. e. from the phenomenon of long-range. permanent change. Fortunately this is not as deplorable as some observers would make it appear to be.

Holism today is commonly regarded as an alternative to regular healing and a reaction to it. In fact, in the interwar years, clinicians and basic scientists in Europe and North America responded to what they perceived as the increasing reductionism, routinizing and mechanization of the biomedical sciences and clinical practice by creating holistic models of the body's activities and models of healing based the whole, individual sufferer. Holistic responses were also visible in public health and epidemiology. The essays collected here explore this previously neglected area. They show how the holistic turn in orthodox medicine in the interwar years was a reaction to the scietific reductionism and the specialization and division of labor and medicine. Book excerpt: Major changes in education have taken place in West Germany over the past three decades. The experience of the Federal Republic differs from that of its European neighbors, since it was conditioned by postwar efforts of the occupying powers to impose a new model of education: the American comprehensive secondary school. Yet the traditional American educational system is at the extreme of what could be called "mass education," whereas that of West Germany is more nearly "class education" that is, more structurally differentiated and keeping a much smaller proportion of pupils in school until age 18. Moreover, as in every developed country, West Germany has experienced increased consumer demand from an expanding middle class for more extended secondary education that does not foreclose post- secondary options. This study shows the structure that has emerged from this unique experiment with elite and mass education. Discussed at length are the four secondary routes: the Gymnasium, the Realschule, the Hauptschule, and the Volksschule. Also featured are the German answers to questions that have occupied the center of attention in American education for some years: education of ethnic minorities, education- ally disadvantaged, and handicapped children. Prepared by a team of researchers associated with the Max Planck Institute for Human Development and Education, the study provides the only comprehensive and up-to-date picture of the pre- sent educational system in the Federal Republic of Germany. Its abundance of statistical data make it a valuable resource for the educator, political scientist, and European Studies specialist. Its clarity renders it accessible to the non-specialist as well. The panoramic and yet detailed view that this book gives of German education goes a long way toward providing the base upon which comparison of education in the United States and the Federal Republic can begin.

Dispute of the Faculties is Kant's defense of his religious writings against secular Prussian Lutheran authorities who accused him of a wide range of issues including attempting to wrestle religious power away from Biblical Theologians and corrupting the youth with "unbiblical" concepts. His 1793 Religion within the Limits of Mere Reason, his most theological work, cause a stir among the Prussian censorship authorities. The Prussian state still intervened in academic affairs for its own reasons, and Kant’s works gained their attention as potentially disruptive. He published only one small lecture on Anthropology after this work before he died. Here and in Faculties, he argues for a pragmatic differentiation between the sciences, humanities, theological and philosophic faculties. The Theological faculties should be focused on pragmatic church issues and not conflict with the philosophers. These are practical conflicts that inevitably arise from the Mind-World and Mind-Body paradoxes, which he elaborates on in the text.

Book excerpt: By the 1920s in Central Europe, it had become a truism among intellectuals that natural science had "disenchanted" the world, and in particular had reduced humans to mere mechanisms, devoid of higher purpose. But could a new science of "wholeness" heal what the old science of the "machine" had wrought? Some contemporary scientists thought it could. These years saw the spread of a new, "holistic" science designed to nourish the heart as well as the head, to "reenchant" even as it explained. Critics since have linked this holism to a German irrationalism that is supposed to have paved the way to Nazism. In a penetrating analysis of this science, Anne Harrington shows that in fact the story of holism in Germany is a politically heterogeneous story with multiple endings. Its alliances with Nazism were not inevitable, but resulted from reorganizational processes that ultimately brought commitments to wholeness and race, healing and death into a common framework. Before 1933, holistic science was a uniquely authoritative voice in cultural debates on the costs of modernization. It attracted not only scientists with Nazi sympathies but also moderates and leftists, some of whom left enduring humanistic legacies. Neither a "reduction" of science to its politics, nor a vision in which the sociocultural environment is a backdrop to the "internal" work of science, this story instead emphasizes how metaphor and imagery allow science to engage "real" phenomena of the laboratory in ways that are richly generative of human meanings and porous to the social and political imperatives of the hour.
