Book excerpt: The first OZCOTS conference in 1998 was inspired by papers contributed by Australians to the 5th International Conference on Teaching Statistics. In 2008, as part of the program of one of the first National Senior Teaching Fellowships, the 6th OZCOTS was held in conjunction with the Australian Statistical Conference, with Fellowship keynotes and contributed papers, optional refereeing and proceedings. This venture was so successful that the 7th and 8th OZCOTS were similarly run, conjoined with Australian Statistical Conferences in 2010 and 2012. Authors of papers from these OZCOTS conferences were invited to develop chapters for refereeing and inclusion in this volume. There are sections on keynote topics, undergraduate curriculum and learning, professional development, postgraduate learning, and papers from OZCOTS 2012. Because OZCOTS aim to unite statisticians and statistics educators, the approaches this volume takes are immediately relevant to all who have a vested interest in good teaching practices. Globally, statistics as a discipline, statistical pedagogy and statistics in academia and industry are all critically important to the modern information society. This volume addresses these roles within the wider society as well as questions that are specific to the discipline itself. It argues that this ‘drive for independence’, which saw the replication of these norms, arrangements, and instruments across countries, was largely led by the international epistemic community of statisticians, and it identifies some of the paths and processes that enabled this drive. The study conducts an overall, multi-dimensional, and detailed comparative examination of the thirty-eight OECD countries’ norms, arrangements, and practices regarding the institutional and professional independence of official statistics. For that purpose, several dimensions have been surveyed and an index has been built that allows patterns and clusters to be uncovered among the OECD countries, shedding light on the variations that can be observed from one subgroup of countries to another. The issue of the independence of official statistics has been at the heart of several recent statistical controversies, including that of Greece’s debt, censuses in Canada and the United States, the Argentinian cost of living index, and some recent cases of resignation or dismissal of senior statisticians in various countries. Such independence has been a major topic of discussion in the epistemic community since the turn of the century, and concerns have also been addressed more widely, in the media. The subject of the book is particularly relevant as official statistics also play a significant role in monitoring the progress of the United Nations’ Sustainable Development Goals. This book will appeal to anyone interested in the topic of official statistics and to students of government in general.

I enjoy reading about the minutiae of its daily unfolding: the coinage, food, clothes, games, literature and habits which characterize a people. I am carried away by the broad sweep of its major events: the wars, famines, migrations, reforms, political swings and scientific advances which shape a society. I know that historians value autobiographical accounts as part of the basic material from which the stuff of history is distilled; this should apply no less to statistical than to political or social history. Modem statistics is a relatively young science; it was while pondering this fact sometime in 1980 that I realized that many of the pioneers of our field could still be called upon to tell their stories. If, however, biographical material about these eminent statisticians was not gathered, then one might lose the chance to gain insight into the origins of many an important statistical development. The remarkable experience of these colleagues could not be readily duplicated. Fired by these thoughts, I took it upon myself to plan the framework of this book. In it, eminent statisticians (probabilists are included under this title) would be invited to sketch their lives, explain how they had become interested in probability and· statistics, give an account of their major contributions, and possibly hazard some predictions about the future of the subject.
