Book excerpt: The Howard government's term in office in Australia from 1996 to 2007 is often portrayed as one where Australia retreated from its international human rights obligations. Throughout this era a range of government policies attracted much criticism for downplaying or ignoring human rights. Less attention has been given to the human rights policies of previous Australian governments and the heritage they provided for the Howard government. Situating the policies of the Howard government within those of previous Australian governments provides a greater understanding of human rights in Australia. This book examines human rights policies in Australia in three key areas: human rights in Australia-China relations; responses to asylum seekers and refugees; and engagement with human rights at the United Nations. These areas highlight where the Howard government clearly deviated from some of the more positive human rights policies of its predecessors. The book also challenges the perception that Australia has a proud history of human rights policy by revealing where the Howard government continued or revived policies of earlier Australian governments that were not consistent with international human rights standards. Such an understanding of human rights in Australian policy is imperative for informed analysis and debate on current and future policy trends.

While most agree that temporary migrant workers are entitled to the general protection of employment laws, temporary migrants have, by definition, restricted rights to residence, full social protections and often to occupational and geographic mobility. This book raises important ethical questions about the differential treatment of temporary and unauthorised migrant workers, and permanent residents, and where the line should be drawn between exploitation and legitimate employment. Taking the regulatory reforms of Australia as a key case study, Laurie Berg explores how the influence of immigration law extends beyond its functions in regulating admission to and exclusion from a country. Berg examines the ways in which immigration law and enforcement reconfigure the relationships between migrant workers and employers, producing uncertain and coercive working conditions. In presenting an analytical approach to issues of temporary labour migration, the book develops a unique theoretical framework, contending that the concept of precariousness is a more fruitful way than equality or vulnerability to evaluate and address issues of temporary migrant labour. In addressing some of these threats particularly those arising from climate induced disasters this region has been able to develop some ad-hoc cooperative practices that, according to functional logics of regional integration, could lead to longer term sustained coordinated responses and even regional partnerships. Similarly, the region is increasingly contributing to UN peacekeeping operations where these states also cooperate in the context of an UN-led mission. Yet, despite the potential for these interactions to lead to greater regional integration and coordinated action in responding to a range of security threats, these interactions are increasingly taking place in a context of animosity both between regional powers and with extra-regional powers. This edited collection explores these functional interactions and posits conclusions about the potential for longer term sustained coordinated action. These papers engage with a range of theoretical approaches in explaining the patterns of relations that are present in the region in relation to humanitarian assistance, disaster relief, and UN peacekeeping operations. Book excerpt: Between Care and Criminality examines social welfare’s encounter with migration and marriage in a period of intensified border control in Melbourne, Australia. It offers an in-depth ethnographic account of the effort to prevent forced marriage in the aftermath of a 2013 law that criminalized the practice. Disproportionately targeted toward Muslim migrant communities, prevention efforts were tasked with making the family relations and marital practices of migrants objects of policy knowledge in the name of care and community empowerment. Through tracing the everyday ways that direct service providers, police, and advocates learned to identify imminent marriages and at-risk individuals, this book reveals how the domain of social welfare becomes the new frontier where the settler colonial state judges good citizenship. In doing so, it invites social welfare to reflect on how migrant conceptions of familial care, personhood, and mutual obligation become structured by the violence of displacement, borders, and conditional citizenship.

In remedying this state of affairs, this volume offers a detailed survey and analysis of this infrastructure, its history, the political complications it has frequently given rise to, and its recent and likely future evolution. American seapower requires a robust constellation of bases to support global power projection. Given the rise of China and the emergence of the Asia-Pacific as the center of global economic growth and strategic contention, nowhere is American basing access more important than in this region. Yet manifold political and military challenges, stemming not least of which from rapidly-improving Chinese long-range precision strike capabilities, complicate the future of American access and security here. This book addresses what will be needed to maintain the fundaments of U.S. seapower and force projection in the Asia-Pacific, and where the key trend lines are headed in that regard. This book demonstrates that U.S. Asia-Pacific basing and access is increasingly vital, yet increasingly vulnerable. It demands far more attention than the limited coverage it has received to date, and cannot be taken for granted. More must be done to preserve capabilities and access upon which American and allied security and prosperity depend.
