Book excerpt: The paucity of published material on the borders of New Guinea and the international significance of the Irian boundary led me to bring together the information I had gathered over the past few years. Ideally, a book of this kind should cover the subject in its total historical and geographical context. The aim of this work is more modest: it intends merely to throw some light on the birth and development of New Guinea's boundaries. With this purpose in mind, after an introductory chapter attention is given to the historical events leading up to the parti tion of New Guinea among three European powers. In subsequent chapters the development of the boundaries between the various parts of the island is discussed. It is realized that this approach may tend to convey the impression that each particular border is in some way unique. This, however, is not intended and it is hoped that the reader will recognize some of the common underlying themes and problems which are given attention in the introductory and concluding chapters. It was intended originally to present in a brief appendix those docu ments which define the borders. It soon appeared desirable to include also the unpublished records of more recent border conferences and relevant correspondence leading up to the actual treaties, exchange of notes, Orders in Council, or (as the case might be) lack of action.

Book excerpt: When it came in September 1975, Papua New Guinea's independence was marked by both anxiety and elation. In the euphoric aftermath, decolonisation was declared a triumph and immediate events seemed to justify that confidence. By the 1990s, however, events had taken a turn for the worse and there were doubts about the capacity of the State to function. Before independence, Papua New Guinea was an Australian Territory. Responsibility lay with a minister in Canberra and services were provided by Commonwealth agencies. In 1973, Prime Minister Gough Whitlam declared that independence should be achieved within two years. While Australians were united in their desire to decolonise, many Papua New Guineans were nervous of independence. This superlative history presents the full story of the 'trial separation' of Australia and Papua New Guinea, concluding that -- given the intertwined history, geography and economies of the two neighbours -- the decolonisation project of 'independence' is still a work in progress.

On the Asian side are elephants, tigers, primates and specific birds. On the Australasian side are marsupials such as the possum-like cuscus and the Aru wallaby, as well as birds specific to Australia such as white cockatoos, brush turkeys and the spectacular Birds of Paradise. It was tectonic plate movement that brought these disparate worlds together and it was Alfred Russel Wallaces Letter from Ternate that forced Charles Darwin to finally publish his landmark work On the Origin of Species.

The Star Mountains are east of the West Irian border in the vicinity of Telefomin. The crossing of the mountains was accomplished by a party of six men, including Hayllar, who set out from Telefomin on February 25, 1965. The men climbed two of the highest peaks in the ranges, Mt Capella and Mt Scorpion, and visited a sheet of water called Lake Vivien which had not previously been seen by natives of the area. Book excerpt: Since its origins in late eighteenth-century European thought, the idea of placing a regional frame around the Pacific islands has never been just an exercise in geographical mapping. This framing has always been a political exercise. Contending regional projects and visions have been part of a political struggle concerning how Pacific islanders should live their lives. Framing the Islands tells the story of this political struggle and its impact on the regional governance of key issues for the Pacific such as regional development, resource management, security, cultural identity, political agency, climate change and nuclear involvement. It tells this story in the context of a changing world order since the colonial period and of changing politics within the post-colonial states of the Pacific. Framing the Islands argues that Pacific regionalism has been politically significant for Pacific island states and societies. It demonstrates the power associated with the regional arena as a valued site for the negotiation of global ideas and processes around development, security and climate change. It also demonstrates the political significance associated with the role of Pacific regionalism as a diplomatic bloc in global affairs, and as a producer of powerful policy norms attached to funded programs. This study also challenges the expectation that Pacific regionalism largely serves hegemonic powers and that small islands states have little diplomatic agency in these contests. Pacific islanders have successfully promoted their own powerful normative framings of Oceania in the face of the attempted hegemonic impositions from outside the region; seen, for example, in the strong commitment to the ‘Blue Pacific continent’ framing as a guiding ideology for the policy work of the Pacific Islands Forum in the face of pressures to become part of Washington’s Indo-Pacific strategy.
