Do communities have rights, indeed even an existence, which are not merely the hypostasis of the individual rights and existences collected in them? This conflict is then more striking as it was a conscious decision of the or ganizers of the workshop to focus attention on what might broadly be called liberal democracies: those societies which share a commitment to the princi ples of democratic participation, to the right of equal concern and respect of all members of the community, and to the basic liberties of association, ex pression, and thought. Ours was not the smug premise, however, that every so ciety which proclaims these principles is sufficiently or even truly devoted to them. But we did assume that we would have enough to do if we explored the implications of these widely shared ideals for the topic of linguistic, ethnic, and national minorities as these problems arise in societies where an appeal to them is not an empty gesture. The nations from which our participants were drawn are societies in which appeal to these principles has some point. They are all societies in which the efforts of politicians and the intelligence of schol ars need not be devoted exclusively to the tactical issues of winning some mod icum of respect for basic human rights from unwilling regimes. And yet all these societies have experienced significant difficulty in determining what the concrete meaning in actual situations of these general principles might be.

Moeller is the first historian of modern German women to use social policy as a lens to focus on society's conceptions of gender difference and "woman's place." He investigates the social, economic, and political status of women in West Germany after World War II to reveal how the West Germans, emerging from the rubble of the Third Reich, viewed a reconsideration of gender relations as an essential part of social reconstruction. The debate over "woman's place" in the fifties was part of West Germany's confrontation with the ideological legacy of National Socialism. At the same time, the presence of the Cold War influenced all debates about women and the family. In response to the "woman question," West Germans defined the boundaries not only between women and men, but also between East and West. Moeller's study shows that public policy is a crucial arena where women's needs, capacities, and possibilities are discussed, identified, defined, and reinforced. Nowhere more explicitly than in the first decade of West Germany's history did, in Joan Scott's words, "politics construct gender and gender construct politics." How much do we really understand this new Germany, and how do its people understand themselves? Neil MacGregor argues that, uniquely for any European country, no coherent, overarching narrative of Germany's history can be constructed, for in Germany both geography and history have always been unstable. Its frontiers have constantly shifted. Königsberg, home to the greatest German philosopher, Immanuel Kant, is now Kaliningrad, Russia; Strasbourg, in whose cathedral Wolfgang von Geothe, Germany's greatest writer, discovered the distinctiveness of his country's art and history, now lies within the borders of France. For most of the five hundred years covered by this book Germany has been composed of many separate political units, each with a distinct history. And any comfortable national story Germans might have told themselves before 1914 was destroyed by the events of the following thirty years. German history may be inherently fragmented, but it contains a large number of widely shared memories, awarenesses, and experiences; examining some of these is the purpose of this book. Using West Germany as a case study to explore European trends, the book analyzes how the Council of Europe and European Community’s ideological goals were implemented for specific national groups. The book starts with education for displaced persons and exiles in the 1950s, then compares schooling for Italian, Greek, and Turkish labor migrants, then circles back to asylum seekers and returning ethnic Germans. For each group, the state entries involved tried to balance equal education opportunities with the right to personhood, an effort which became particularly convoluted due to implicit biases. When the European Union was founded in 1993, children’s access to education depended on a complicated mix of legal status and perception of cultural compatibility. Despite claims that all children should have equal opportunities, children’s access was limited by citizenship and ethnic identity.
