Book excerpt: In Radical Unionism in the Midwest, 1900-1950 Rosemary Feurer examines the fierce battles between Midwestern electrical workers and bitterly anti-union electrical and metal industry companies during the 1930s and 40s. Organized as District 8 of the United Electrical, Radio, and Machine Workers (UE) and led by open Communist William Sentner, workers developed a style of unionism designed to confront corporate power and to be a force for social transformation in their community and nation. Feurer studies District 8 through a long lens, establishing early twentieth century contexts for these conflicts. Exploring the role of radicals in local movement formation, Feurer argues for a "civic" unionism that could connect community and union concerns to build solidarity and contest the political economy. District 8's spirited unionism included plant occupations in St. Louis and Iowa, campaigns to democratize economic planning, and local strategies for national bargaining that were depicted as a Communist conspiracy by a corporate influenced Congressional committee in Evansville, Indiana. District 8 was destroyed through reactionary networks and the anti-Communist backlash of the mid-twentieth century, but Feurer argues that its history tells another side of the labor movement s formation in the 1930s and 40s, and can inform current struggles against corporate power in the modern global economy. Book excerpt: Mutualism and health care, newly available in paperback, presents the first comprehensive account of a major innovation in hospital funding before the NHS. The voluntary hospitals, which provided the bulk of Britain's acute hospital services, diversified their financial base by establishing hospital contributory schemes. Through these, working people subscribed small, regular amounts to their local hospitals, in return for which they were eligible for free hospital care. The book evaluates the extent to which the schemes were successful in achieving comprehensive coverage of the population, funding hospital services, and broadening opportunities for participation in the governance of health care and for the expression of consumer views. It then explores why the option of funding the post-war NHS through mass contribution was rejected, and traces the transformation of the surviving schemes into health cash plans. This is a substantial investigation into the attractions and limitations of mutualism in health care. It is highly relevant to debates about organisational innovations in the delivery of welfare services.

Book excerpt: John Dewey (1859–1952) was a preeminent American philosopher who is remembered today as the founder of what is called child-centered or progressive education. In The Philosopher-Lobbyist, Mordecai Lee tells the largely forgotten story of Dewey's effort to influence public opinion and promote democratic citizenship. Based on Dewey's 1927 book The Public and Its Problems, the People's Lobby was a trailblazing nonprofit agency, an early forerunner of the now common public interest lobbying group. It used multiple forms of mass communication, grassroots organizing, and lobbying to counteract the many special interest groups and lobbies that seemed to be dominating policymaking in Congress and in the White House. During the 1930s, Dewey and the People's Lobby criticized the New Deal as too conservative and championed a social democratic alternative, including a more progressive tax system, government ownership of natural monopolies, and state operation of the railroad system. While its impact on historical developments was small, the story of the People's Lobby is an important reminder of a historical road not traveled and a policy agenda that was not adopted, but could have been.
