De nature essentiellement qualitative, mais s'appuyant aussi sur des indicateurs quantitatifs, la HFPM évalue les institutions, les processus et les politiques de financement de la santé d'un pays, ainsi que leur mise en œuvre. L’évaluation est établie sur base de dix-neuf attributs souhaitables, cristallisant les connaissances actuelles sur ce qui fonctionne, dans le champs du financement de la santé, pour progresser vers la CSU. Le document détaille également les processus qui régissent la mise en œuvre de la HFPM dans les pays afin de garantir l'objectivité et la crédibilité des évaluations. Bien que le financement de la santé ne soit qu'une des fonctions d'un système de santé, il influe considérablement sur la mesure dans laquelle la population accède aux services de santé et les éventuelles difficultés financières rencontrées lors de l’utilisation des services de santé. Orienté vers l'avenir, la HFPM ne se contente pas d'évaluer la situation actuelle d'un pays, mais aboutit également à des recommandations claires sur les orientations à prendre en matière de politiques de financement de la santé et de leurs mises en œuvre. Cela permet à la fois d'accélérer les progrès vers un système de santé universel et de contribuer à renforcer la résilience de l'ensemble des systèmes de santé.

This document offers an approach to assessment that should help you review information that is already available and only collect new data that will be of practical use, depending on your capacity and the phase of the humanitarian crisis. This document is rooted in two policy documents, the IASC Reference Group s (2010) "Mental Health and Psychosocial Support in Humanitarian Emergencies: What Should Humanitarian Health Actors Know?" and the "Sphere Handbook's Standard on Mental Health" (Sphere Project, 2011). It is written primarily for public health actors. As the social determinants of mental health and psychosocial problems occur across sectors, half of the tools in the accompanying toolkit cover MHPSS assessment issues relevant to other sectors as well as the health sector.
