The Social Security Administration (SSA) operates programs that provide cash disability benefits to people with permanent impairments like hearing loss, if they can show that their impairments meet stringent SSA criteria and their earnings are below an SSA threshold. The National Research Council convened an expert committee at the request of the SSA to study the issues related to disability determination for people with hearing loss. This volume is the product of that study. Hearing Loss: Determining Eligibility for Social Security Benefits reviews current knowledge about hearing loss and its measurement and treatment, and provides an evaluation of the strengths and weaknesses of the current processes and criteria. It recommends changes to strengthen the disability determination process and ensure its reliability and fairness. Abstract: ABSTRACT Children with hearing impairments experience particular difficulties in the acquisition of early communication skills and music therapy has been used to help them with language and communication. A 4-year-old hearing-impaired girl, who was integrated in a mainstream preschool and her normally developing classmates, participated in a music intervention program over a period of 26 weeks. This program included the normal elements of music teaching such as singing, playing instruments, moving to music, listening to music, and creating music as well as auditory training and speech and language training. Another hearing impaired child in a comparable preschool served as a control and participated in normal preschool music activities during the intervention period. Both children were assessed on their speech and language skills at prior to the intervention (Time 1) and after it (Time 2). Results indicated that the language scores of both children with hearing impairments were higher at Time 2 than at Time 1. However, the hearing-impaired child who received the music intervention program showed better progress than the other hearing-impaired child. Her teachers demonstrated creativity and showed greater flexibility and adaptability in curriculum planning. Furthermore, the positive outcome helped her parents rebuild their confidence. They were more motivated to share information with teachers and got themselves involved in her learning.
