Book excerpt: France, which has the largest Muslim minority community in Europe, has been in the news in recent years because of perceptions that Muslims have not integrated into French society. The Civilizing Mission in the Metropole explores the roots of these debates through an examination of the history of social welfare programs for Algerian migrants from the end of World War II until Algeria gained independence in 1962. After its colonization in 1830, Algeria fought a bloody war of decolonization against France, as France desperately fought to maintain control over its most prized imperial possession. In the midst of this violence, some 350,000 Algerians settled in France. This study examines the complex and often-contradictory goals of a welfare network that sought to provide services and monitor Algerian migrants' activities. Lyons particularly highlights family settlement and the central place Algerian women held in French efforts to transform the settled community. Lyons questions myths about Algerian immigration history and exposes numerous paradoxes surrounding the fraught relationship between France and Algeria—many of which echo in French debates about Muslims today.

Book excerpt: Shaping Race Policy investigates one of the most serious policy challenges facing the United States today: the stubborn persistence of racial inequality in the post-civil rights era. Unlike other books on the topic, it is comparative, examining American developments alongside parallel histories of race policy in Great Britain and France. Focusing on on two key policy areas, welfare and employment, the book asks why America has had such uneven success at incorporating African Americans and other minorities into the full benefits of citizenship. Robert Lieberman explores the historical roots of racial incorporation in these policy areas over the course of the twentieth century and explains both the relative success of antidiscrimination policy and the failure of the American welfare state to address racial inequality. He chronicles the rise and resilience of affirmative action, including commentary on the recent University of Michigan affirmative action cases decided by the Supreme Court. He also shows how nominally color-blind policies can have racially biased effects, and challenges the common wisdom that color-blind policies are morally and politically superior and that race-conscious policies are merely second best. Shaping Race Policy has two innovative features that distinguish it from other works in the area. First, it is comparative, examining American developments alongside parallel histories of race policy in Great Britain and France. Second, its argument merges ideas and institutions, which are usually considered separate and competing factors, into a comprehensive and integrated explanatory approach. The book highlights the importance of two factors--America's distinctive political institutions and the characteristic American tension between race consciousness and color blindness--in accounting for the curious pattern of success and failure in American race policy.

Book excerpt: In order to describe how the elites in two political systems grappled with the potentially explosive influx of foreign labor, Gary Freeman analyzes and compares the ways in which the British and the French governments responded to immigration and racial conflict over a thirty-year period during the post-war era. In addition to comparing the policy records of the two countries, the author focuses on the process by which political and social phenomena become defined as public problems and how alternative responses to these problems are generated. His broader aim is to provide a standpoint from which to evaluate the more general problem-solving capability of the political systems under consideration. Professor Freeman finds that by 1975 both Britain and France had instituted tightly controlled, racially discriminatory, temporary contract-labor systems. Despite this basic similarity, however, he notes three distinctions between the two cases: while the French attempted to adapt immigration to their economic needs, the British failed to seize this opportunity; while the British moved toward an elaborate race relations structure, the French relied on criminal law and the economic self-interest of the worker to prevent outbreaks of racial violence; and the British were much more affected than the French by fears of immigration and racial conflict.
