The background to this work is: the observed increase in atmospheric CO2 over the industrial period; scientific assessments that this will cause significant climate change; the United Nations Framework Convention on Climate Change (FCCC), and the annual Conferences of parties (of the FCCC) in Berlin 1995, Geneva 1996 and Kyoto 1997. The aim of the project was to provide information for policymakers in the period prior to the Third Conference of Parties in Kyoto in December 1997, and prior to the release of IPCC Technical Paper 4. The present report summarizes the material that was produced by the CSIRO project, and updates the description with relevant references to Technical Paper 4, and the new context defined by the Kyoto Protocol. Additional information is given on the attribution of concentrations and radiative forcing, giving the partitioning of emissions between various groups of nations.

Thus to understand climate change resulting from perturbations to atmospheric greenhouse gas concentrations it is necessary to quantify the radiative forcing. Here, radiative forcings are presented for large changes in atmospheric CO2, CH4, and N2O in the modern atmosphere and large changes in atmospheric CO2, CH4 and 18 other gases for the Archean atmosphere. For the modern Earth, I present new calculations of radiative forcing at very high concentrations of CO2, CH4, and N2O, relevant to extreme anthropogenic climate change and paleoclimate studies. CO2 forcing is calculated over the range 100 ppmv to 50,000 ppmv. CH4, and N2O forcings are calculated over the range 100 ppbv to 100 ppmv. The sensitivity of these calculations to spatial averaging and tropopause definition are examined. I compare our results with the ``simplified expressions'' reported by IPCC, and find significant differences at high greenhouse gas concentrations. I provide new simplified expressions which agree much better with the calculated forcings, and suggest that these expressions be used in place of the IPCC expressions. Additionally, I provide meridionally resolved forcings which may be used to force simple and intermediate complexity climate models. For the Archean Earth, I present new calculations of radiative forcing for CO2 (10^-6 - 1 bar), CH4 (500 ppbv - 10,000 ppmv) and 18 other gases (10 ppbv - 10 ppmv). I aim to provide a set of radiative forcing and overlap calculations which can be used as a standard for comparisons. Radiative forcings are calculated for atmospheres with various N2 inventories (0.5, 1, and 2 bar). The effect of overlap and atmospheric pressure on radiative forcing are examined. The CO2 radiative forcings are consistent with previous work, however, I find significantly more shortwave absorption by CH4 than previously reported which may limit warming above 100 ppmv. Emissions reductions decisions made today matter in determining impacts experienced not just over the next few decades, but in the coming centuries and millennia. According to Climate Stabilization Targets: Emissions, Concentrations, and Impacts Over Decades to Millennia, important policy decisions can be informed by recent advances in climate science that quantify the relationships between increases in carbon dioxide and global warming, related climate changes, and resulting impacts, such as changes in streamflow, wildfires, crop productivity, extreme hot summers, and sea level rise. One way to inform these choices is to consider the projected climate changes and impacts that would occur if greenhouse gases in the atmosphere were stabilized at a particular concentration level. The book quantifies the outcomes of different stabilization targets for greenhouse gas concentrations using analyses and information drawn from the scientific literature. Although it does not recommend or justify any particular stabilization target, it does provide important scientific insights about the relationships among emissions, greenhouse gas concentrations, temperatures, and impacts. Climate Stabilization Targets emphasizes the importance of 21st century choices regarding long-term climate stabilization. It is a useful resource for scientists, educators and policy makers, among others.

Review of the Draft Climate Science Special Report assesses whether the draft CSSR accurately presents the scientific literature in an understandable, transparent and traceable way; whether the CSSR authors handled the data, analyses, and statistical approaches in an appropriate manner; and the effectiveness of the report in conveying the information clearly for the intended audience. This report provides recommendations for how the draft CSSR could be strengthened.

Available in PDF, EPUB and Kindle. Book excerpt: Global warming that occurs due to emissions from a country or a country group was studied from two different points of view. Firstly, warming effect caused by Finnish emissions from 1900 to 2100 was assessed using a model that describes removal of greenhouse gases from the atmosphere by pulse response functions, and calculates the radiative forcing caused by an increase in atmospheric concentration. Secondly, Finland's share of global emissions was assessed for the time period during which detailed greenhouse gas inventories were available, i.e. from 1990 to 2003, taking into account uncertainties in emission estimates. The uncertainty estimate was made using literature, measurement data and expert judgement on input parameter uncertainties. Stochastic simulation was used to combine the uncertainties. In addition, uncertainties in different emissions trading schemes were compared at EU level. Greenhouse gases covered by the study were those included in the Kyoto Protocol, i.e. carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), perfluorocarbons (PFCs), hydrofluorocarbons (HFCs) and sulphur hexafluoride (SF6). Sectors covered were energy, industry, transportation, agriculture and waste. LULUCF sectors (land-use, land use change and forestry) were covered more superficially. Finnish greenhouse gas emissions in 2003 were 86 Tg CO2 eq (without LULUCF). According to the results, 95% confidence interval of this figure lies between 82 and 92 Tg CO2 eq. This represents a share of 0.2.0.3% of global emissions. In the same year, Finland's share of global population was 0.1% and share of global GDP 0.4%. The most important contributors to uncertainty were N2O emissions from agricultural soils, N2O from nitric acid production and CH4 from landfills. Inclusion of LULUCF categories in the inventory increased relative uncertainty of net emissions notably (emissions in 2003 were 68 Tg CO2 eq with a 95% confidence interval of 58 to 78 Tg CO2 eq). According to the radiative forcing calculations, forcing caused by Finland will increase from 3 mWm−2 in 1990 to 6.11 mWm−2 by 2100, depending on emission reduction strategies applied, and technological development. In 1990 Finland's share of global radiative forcing was estimated at 0.18% and by 2100 it will decrease to 0.13%, due to increase in global emissions. The results revealed that Finland's share of radiative forcing was smaller than the share of emissions. This was due to Finland's relatively short emission history. It was concluded that uncertainty in EU emissions trading scheme for CO2 (2005-2007) contains rather small uncertainties (±3% based on uncertainties in inventories), but the extension of emissions trading scheme to cover other sectors or gases is likely to increase the uncertainties (up to 21% in Kyoto emissions trading scheme). Both radiative forcing and uncertainty assessment models developed in the thesis can be used in decision making, e.g. for comparing different emission reduction strategies and for planning of future climate commitments.
