Particularly in the last two decades, the "end of the permissive consensus" around European integration has forced analysts to place public opinion at the centre of their concerns. The book faces this challenge head on, and the overview it provides goes well beyond the most commonly used indicators. On the one hand, it shows how integration's deepening and enlargement involved polities and societies whose fundamental traits in terms of political culture - regime support, political engagement, ideological polarization - have remained anything but static or homogeneous. On the other hand, it addresses systematically what Scharpf (1999) has long identified as the main sources of the democratic deficits of the EU: the lack of a sense of collective identity, the lack of a Europe-wide structure for political accountability, and the lack of recognition of the EU as a legitimate political authority. In other words, it focuses on the fundamental dimensions of how Europeans relate to the EU: identity (the sense of an "European political community"; representation (the perception that European elites and institutions articulate citizens' interests and are responsive to them); and policy scope (the legitimacy awarded to the EU as a proper locus of policy-making). It does so by employing a cohesive theoretical framework derived from the entire IntUne project, survey and macro-social data encompassing all EU member countries, and state-of-the-art methods. The IntUne series is edited by Maurizio Cotta and Pierangelo Isernia In a moment in which the EU is facing an important number of social, economic, political and cultural challenges, and its legitimacy and democratic capacities are increasingly questioned, it seems particularly important to address the issue of if and how EU citizenship is taking shape. This series intends to address this complex issue. It reports the main results of a quadrennial Europe-wide research project, financed under the 6th Framework Programme of the EU. That programme has studied the changes in the scope, nature and characteristics of citizenship presently underway as a result of the process of deepening and enlargement of the European Union. The INTUNE Project - Integrated and United: A Quest for Citizenship in an Ever Closer Europe - is one of the most recent and ambitious research attempts to empirically study how citizenship is changing in Europe. The Project lasted four years (2005-2009) and it involved 30 of the most distinguished European universities and research centres, with more than 100 senior and junior scholars as well as several dozen graduate students working on it. It had as its main focus an examination of how integration and decentralization processes, at both the national and European level, are affecting three major dimensions of citizenship: identity, representation, and scope of governance. It looked, in particular, at the relationships between political, social and economic elites, the general public, policy experts and the media, whose interactions nurture the dynamics of collective political identity, political legitimacy, representation, and standards of performance. In order to address empirically these issues, the INTUNE Project carried out two waves of mass and political, social and economic elite surveys in 18 countries, in 2007 and 2009; in-depth interviews with experts in five policy areas; extensive media analysis in four countries; and a documentary analysis of attitudes toward European integration, identity and citizenship. The book series presents and discusses in a coherent way the results coming out of this extensive set of new data.

Ordinary citizens from very different social backgrounds and professions were asked a range of open-ended questions, allowing them to express themselves freely. There have been few qualitative surveys on ordinary citizens views of European integration, and none on this scale. The resulting picture is very different from the self-evident assumptions of many current studies on European opinions. The book stresses the great diversity, ambiguity, and complexity of European attitudes. It emphasises the causal impact of formal education, political interest and involvement, individual everyday exposures to ‘European’ realities, and the role of collective national experiences of European integration and national history. This book: is the first qualitative survey among ordinary from all social strata across Europe that explores perceptions and judgments on ‘Europe’ and the EU; explains the underlying logic of why Europe and European integration are such a far reality to most citizens; explores how most citizens are poorly - but unequally - informed about and interested in European subjects; investigates how citizens are able to express perceptions of ‘Europe’ by using a series of analogies and comparisons often linked to their daily experiences; identifies the complex range of issues that influence our perceptions, and the irresolute, fragmentary, mixed, and sometimes contradictory nature of these opinions.

Book excerpt: An almost universal point of agreement in contemporary political science is that 'institutions matter'. But the governing institutions of the European Union are widely presumed to matter more than most. A commonplace assumption about the EU is that those working within European institutions are subject to a pervasive tendency to become socialized into progressively more pro-integration attitudes and behaviours. The assumption has been integral to many accounts of European integration, and is also central to how scholars study individual EU institutions. However, the theoretical and empirical adequacy of this assumption has never been properly investigated. A serious study of whether political actors in the EU do tend to 'go native' or not - and why - is long overdue. This study examines this question in the context of an increasingly important EU institution, the European Parliament. The book integrates new theoretical arguments with a substantial amount of original empirical research. It develops a coherent understanding, based on simple rationalist principles, of when and why institutional socialization is effective. This theoretical argument explains the main empirical findings of the book. Drawing on several sources of evidence on MEPs' attitudes and behaviour, and deploying advanced empirical techniques, the empirical analysis shows the commonplace assumption about EU institutions to be false. European Parliamentarians do not become more pro-integration as they are socialized into the institution. The findings of the study generate some highly important conclusions. They indicate that institutional socialization of political elites should be given a much more limited and conditional role in understanding European integration than it is accorded in many accounts. They suggest that MEPs remain largely national politicians in their attitudes, loyalties, and much of their activities, and that traditional classifications of the European Parliament as a 'supra-national' institution are misleading. Finally, the study offers broader lessons about the circumstances in which institutions effectively socialize those working within them.

This study intends to 'map' national attitudes towards the EU and to deduct their political implications. Therefore, the concepts of i) identification with the EU and ii) support of the EU are combined within a matrix of four ideal types. Individuals are assigned to these four ideal types: the 'EU-Enthusiasts', the 'EU-Pragmatics', the 'sceptical EU-Idealists', and the 'EU-Opponents'/'EU-Non-affected'. In this master thesis it is claimed that the population share of the two 'mixed' ideal types - mostly neglected in the literature - provide essential insight into national attitude towards the EU: 'sceptical EU-Idealists' identify themselves as citizens of the EU but are critical towards its politics; on the other hand, 'EU-Pragmatics' support the EU's politics but do not identify with its institutions or its community.

To understand that, we need to know what the government is doing, and what the people think of it. We seek to understand a key question necessary to answer those bigger questions: How does American public opinion move over time? We posit three patterns of change over time in public opinion, depending on the type of issue. Issues on which the two parties regularly disagree provide clear partisan cues to the public. For these party-cue issues we present a slight variation on the thermostatic theory from (Soroka and Wlezien (2010); Wlezien (1995)); our “implied thermostatic model.” A smaller number of issues divide the public along lines unrelated to partisanship, and so partisan control of government provides no relevant clue. Finally, we note a small but important class of issues which capture response to cultural shifts.

This book offers the first systematic theoretical and empirical analysis of Muslim citizens’ EU attitudes in and outside the European Union. Using the best empirical data available, the book demonstrates that Muslim citizens’ attitudes are not shaped by their denomination and religious beliefs, but by material and political considerations. It finds that Muslims are most favourable toward the EU due to their positive experiences in European contexts, whereas in contrast, Muslim citizens outside the EU are more skeptical toward the European Union due to sovereignty concerns and the lack of support from the EU and its member states. Such findings not only contribute to the research on social legitimacy of international organizations and international public opinion more generally, but also provide important suggestions for (European) policy makers regarding external and domestic policies. From its beginnings, the European Union has resounded with debate over whether to move toward a federal or intergovernmental system. However, Juan Díez Medrano argues that empirical analyses of support for integration--by specialists in international relations, comparative politics, and survey research--have failed to explain why some countries lean toward federalism whereas others lean toward intergovernmentalism. By applying frame analysis to a unique set of primary sources (in-depth interviews, newspaper articles, novels, history texts, political speeches, and survey data), Díez Medrano demonstrates the role of major historical events in transforming national cultures and thus creating new opportunities for political transformation. Clearly written and rigorously argued, Framing Europe explains differences in support for European integration between the three countries studied in light of the degree to which each realized its particular "supranational project" outside Western Europe. Only the United Kingdom succeeded in consolidating an empire and retaining it after World War II, while Germany and Spain each abandoned their corresponding aspirations. These differences meant that these countries' populations developed different degrees of identification as Europeans and, partly in consequence, different degrees of support for the building of a federal Europe.
