Book excerpt: The concept of territorial stigma, as developed in large part by the urban sociologist Loïc Wacquant, contends that certain groups of people are devalued, discredited and tainted by the reputation of the place where they reside. This book argues that this theory is more relevant and comprehensive than others that have been used to frame and understand ostracised neighbourhoods and their populations (for example segregation and the racialisation of place) and allows for an inclusive interpretation of the many spatial facets of marginalisation processes. Advancing conceptual understanding of how territorial stigmatisation and its components unfold materially as well as symbolically, this book presents a wide range of case studies from the Global South and Global North, including an examination of recent policy measures that have been applied to deal with the consequences of territorial stigmatisation. It introduces readers to territorial stigmatisation’s strategic deployment but also illustrates, in a number of regional contexts, the attachments that residents at times develop for the stigmatised places in which they live and the potential counter-forces that are developed against territorial stigmatisation by a variety of different groups.

It justifies the idea of territory itself in terms of the moral value of political self-determination; it also justifies, within limits, those elements that we normally associate with territorial rights: rights of jurisdiction, rights over resources, right to control borders and so on. The book offers normative guidance over a number of important issues facing us today, all of which involve territory and territorial rights, but which are currently dealt with by ad hoc reasoning: disputes over resources; disputes over boundaries, oceans, unoccupied islands, and the frozen Arctic; disputes rooted in historical injustices with regard to land; secessionist conflicts; and irredentist conflicts. In a world in which there is continued pressure on borders and control over resources, from prospective migrants and from the desperate poor, and no coherent theory of territory to think through these problems, this book offers an original, systematic, and sophisticated theory of why territory matters, who has rights over territory, and the scope and limits of these rights.

In the United States, for example, Congressional Districts are drawn every 10 years as lines on a map. Why do democratic governments define political representation this way? Are territorial electoral constituencies commensurate with basic principles of democratic legitimacy? And why might our commitments to these principles lead us to endorse a radical alternative: randomly assigning citizens to permanent, single-member electoral constituencies that each looks like the nation they collectively represent? Using the case of the founding period of the United States as an illustration, and drawing from classic sources in Western political theory, this book describes the conceptual, historical, and normative features of the electoral constituency. As an institution conceptually separate from the casting of votes, the electoral constituency is little studied. Its historical origins are often incorrectly described. And as a normative matter, the constituency is almost completely ignored. Raising these conceptual, historical and normative issues, the argument culminates with a novel thought experiment of imagining how politics might change under randomized, permanent, national electoral constituencies. By focusing on how citizens are formally defined for the purpose of political representation, The Concept of Constituency thus offers a novel approach to the central problems of political representation, democratic legitimacy, and institutional design.
