Those familiar with the use Of rates will thoroughly appreciate the impossibility of changing these maps in every case where individual rates are changed. The grouping of territories for freight rates is subject to frequent minor changes and occasional material ones. For this reason it is impossible to show the exact current grouping of freight territories in a set of traffic maps. However, these maps were drawn with care and with as much accuracy as possible from traffic publications, and the general grouping does not often change materially. Moreover, every effort is made to correct the plates for material changes. For this reason the maps form a basis for the study of freight rate adjustment throughout the country. In order that a student may obtain vivid mental pictures that will aid him in understanding the rate structure, the colored maps are a necessity. Each package as received should be carefully checked with this outline to ascertain that you have received all of the material listed. If by any chance a shortage develops, the Department of Interstate Com merce should be immediately advised as to what is missing in order that it may be forwarded. After ascertaining that you have everything which should have been received, take up the various pieces of material in the order in which they are listed in this outline and study each one carefully. Further suggestions as to the use of each piece of material will be found in the lesson talk or letter of transmittal which accompanies each unit as it is sent out. You will find in the back of each treatise a series of questions designated as test questions. These questions, as the instructions appear ing in connection with them show, may be written out for your own information, but are not to be sent in to the University. After you have made a careful study of the various pieces of material as received and have used the Atlas of Railway Traffic Maps in accordance with the suggestions incorporated in the lesson talks, write out the answers to the examination questions and practical problems; upon completion, send them in to the University, postage prepaid and directed to the Department of Interstate Commerce. These terms may be divided into two general classes: One class consisting of definitions of traffic territories and the other consisting of terms having a special technical meaning, such as basing points. This Glossary has been prepared to provide a ready reference work for those who need a definition of a territorial term or of some term having a technical meaning. Relative to the territorial definitions, it should be remembered that these definitions are subject to change, in order to meet the various changes in traffic requirements. Like freight tar ifis and classifications, the territorial directories and exceptions are supplemented and superseded from time to time, and it is not expected, therefore, that the descriptions given in Section A will be used in place of the publications carrying the informa tion, particularly 'where actual movement of traffic is involved. This Traffic Glossary and the Atlas of Railway Traffic Maps are furnished as reference works to be used throughout the course.
