Cet atlas, réalisé par une équipe de chercheurs et d'universitaires, permet d'évaluer cette place avec précision et d'en saisir les fondements. Il permet aussi de reconsidérer les idées préconçues sur l'identité même de l'Europe, sur la puissance réelle ou supposée de l'Union européenne et sur le rôle qu'elle entend assumer en tant que modèle dans de nombreux domaines (démographie, économie et échanges, transport et communications, droits de l'homme, développement et qualité de vie, migrations et mobilités,...). L'Union européenne exerce une certaine influence. Mais celle-ci n'est pas nécessairement synonyme d'hégémonie ou de domination. Elle se déclinerait plutôt selon différentes modalités dont les Européens, y compris les élites politiques, n'ont eux-mêmes pas toujours conscience. C'est dans son voisinage que l'influence de l'Union est la plus forte. Les cartes et analyses proposées ici confirment que la mondialisation va de pair avec la régionalisation. Les interactions entre les États de mêmes aires géographiques se renforcent. L'Union européenne et les pays de son voisinage méridional et oriental n'y échappent pas. Ces relations de proximité doivent-elles être renforcées pour continuer à peser dans la mondialisation? La question mérite d'être posée.
