The Handbook of European Defence Policies and Armed Forces provides the first comprehensive analysis of national security and defence policies, strategies, doctrines, capabilities, and military operations, as well as the alliances and partnerships of European armed forces in response to the security challenges Europe has faced since the end of the cold war. A truly cross-European comparison of the evolution of national defence policies and armed forces remains a notable blind spot in the existing literature. The Handbook of European Defence Policies and Armed Forces aims to fill this gap with fifty-one contributions on European defence and international security from around the world. The six parts focus on: country-based assessments of the evolution of the national defence policies of Europe's major, medium, and lesser powers since the end of the cold war; the alliances and security partnerships developed by European states to cooperate in the provision of national security; the security challenges faced by European states and their armed forces, ranging from interstate through intra-state and transnational; the national security strategies and doctrines developed in response to these challenges; the military capabilities, and the underlying defence and technological industrial base, brought to bear to support national strategies and doctrines; and, finally, the national or multilateral military operations by European armed forces. Book excerpt: Between March and October 2011, a coalition of North Atlantic Treaty Organization (NATO) member states and several partner nations waged a war against Muammar Qaddafi's Libyan regime that stemmed and then reversed the tide of Libya's civil war, preventing Qaddafi from crushing the nascent rebel movement seeking to overthrow his dictatorship and going on to enable opposition forces to prevail. The central element of this intervention was a relatively small multinational force's air campaign operating from NATO bases in several countries, as well as from a handful of aircraft carriers and amphibious ships in the Mediterranean Sea. The study details each country's contribution to that air campaign, examining such issues as the limits of airpower and coordination among nations. It also explores whether the Libyan experience offers a potential model for the future.

Under German law its forces can only be deployed for peacekeeping; America might be at war in Afghanistan, but Germany is not. Germany is not the only country that sets strict conditions on its NATO troops. Half of the allied forces in Afghanistan operate under restricted battlefield conditions. Gen. Dwight Eisenhower stormed the beaches of Normandy with an Allied army that followed his every command; in Afghanistan military commanders must consult a checklist to figure out which allied soldiers can be sent into battle. NATO today is a shadow of what it used to be--the world's most formidable military alliance. Its original reason for existence, the Soviet Union, disintegrated years ago, and its dreams of being a world cop are withering in the mountains of Afghanistan. But eliminating NATO is not the answer, argues Sarwar Kashmeri. It is, for Americans and Europeans, still the safety net of last resort. Kashmeri believes NATO's future usefulness depends on its ability to partner with CSDP, Europe's increasingly successful security and defense establishment. In fact, under the Obama administration, the United States and its European partners have found some new common ground. An effort to transform occasional convergences into a shared vision of Europe's long-term security would contribute considerably to re-energizing the Euro-Atlantic bond. Though not on the same scale as in the past, Europe's security can still be a significant component of the transatlantic relationship.

Book excerpt: The United States, Barry R. Posen argues in Restraint, has grown incapable of moderating its ambitions in international politics. Since the collapse of Soviet power, it has pursued a grand strategy that he calls "liberal hegemony," one that Posen sees as unnecessary, counterproductive, costly, and wasteful. Written for policymakers and observers alike, Restraint explains precisely why this grand strategy works poorly and then provides a carefully designed alternative grand strategy and an associated military strategy and force structure. In contrast to the failures and unexpected problems that have stemmed from America’s consistent overreaching, Posen makes an urgent argument for restraint in the future use of U.S. military strength. After setting out the political implications of restraint as a guiding principle, Posen sketches the appropriate military forces and posture that would support such a strategy. He works with a deliberately constrained notion of grand strategy and, even more important, of national security (which he defines as including sovereignty, territorial integrity, power position, and safety). His alternative for military strategy, which Posen calls "command of the commons," focuses on protecting U.S. global access through naval, air, and space power, while freeing the United States from most of the relationships that require the permanent stationing of U.S. forces overseas.
