Updated as of May 29, 2018 Under this final rule, NMFS requires the use of "weak hooks" in the Gulf of Mexico (GOM) pelagic longline (PLL) fishery. A weak hook is a circle hook that meets NMFS' current size and offset restrictions for the GOM PLL fishery, but is constructed of round wire stock that is thinner-gauge than the circle hooks currently used and is no larger than 3.65 mm in diameter. Weak hooks can allow incidentally hooked bluefin tuna (BFT) to escape capture because the hooks are more likely to straighten when a large fish is hooked. Requiring weak hooks in the GOM will reduce bycatch of BFT; allow the long-term beneficial socio-economic benefits of normal operation of directed fisheries in the GOM with minimal short-term negative socio-economic impacts; and have both short- and long-term beneficial impacts on the stock status of Atlantic BFT, an overfished species. This action affects commercial fishermen using PLL gear to fish for Atlantic Highly Migratory Species (HMS) in the GOM. Previously, vessel owners had to account for quota debt or IBQ balances less than the minimum required before commencing any fishing trip with pelagic longline gear. With this rulemaking, vessels may fish during a given calendar quarter if they have an IBQ balance below the minimum amount required to depart on a fishing trip or with quota debt incurred by exceeding their IBQ balance; however, vessels are required to reconcile quota debt and satisfy the minimum IBQ requirement prior to departing on their first pelagic longline fishing trip in each calendar quarter. The action optimizes fishing opportunity in the directed pelagic longline fishery for target species such as tuna and swordfish and improves the functionality of the IBQ Program and its accounting provisions, consistent with the objectives of Amendment 7 to the 2006 Consolidated HMS Fishery Management Plan (FMP). NMFS also has revised its list of equipment models that NMFS has approved as meeting the minimum design specifications for the careful release of sea turtles caught in hook and line fisheries. Book excerpt: "The Atlantic Bluefin tuna, Thunnus thynnus, is a large apex teleost that inhabits the pelagic environment in temperate and subtropical waters of the North Atlantic. While the species engages in long seasonal migrations throughout its range, it is believed that two major stocks exist, one in the eastern Atlantic and Mediterranean and one in the western Atlantic and Gulf of Mexico (Block et al., 2005). In the west, spawning activity is concentrated in the Gulf of Mexico during April, May, and June (Mather et al., 1995). The decline of both Eastern and Western stocks of Atlantic bluefin tuna has been well documented and the species is subject to major rebuilding efforts (ICCAT, 2007). Part of the rebuilding effort has been to increase the amount of information known about the basic biology of bluefin tuna, as well as collecting robust information regarding fisheries catch and bycatch. In the spring of 2007, and again in the spring of 2008, the National Marine Fisheries Service (NMFS) conducted enhanced observer coverage of the U.S. pelagic longline fleet operating in the Gulf of Mexico (GOMEX) in order to accurately quantify and characterize bluefin tuna bycatch in this fishery during spawning season, as well as collect biological samples to support various research into bluefin tuna age and growth, maturity, and reproduction. Here we provide background information on the GOMEX longline fishery and the summary statistics of the observer data collected during bluefin tuna spawning season coverage in 2007-2008; as well as analyses of levels of observer coverage needed to provide bycatch estimates of various precisions"--Introduction.

The Gulf of Mexico is an open and dynamic marine ecosystem rich in natural resources but heavily impacted by human activities, including agricultural, industrial, commercial and coastal development. The Gulf of Mexico has been continuously exposed to petroleum hydrocarbons for millions of years from natural oil and gas seeps on the sea floor, and more recently from oil drilling and production activities located in the water near and far from shore. Major accidental oil spills in the Gulf are infrequent; two of the most significant include the Ixtoc I blowout in the Bay of Campeche in 1979 and the Deepwater Horizon Oil Spill in 2010. Unfortunately, baseline assessments of the status of habitats and biota in the Gulf of Mexico before these spills either were not available, or the data had not been systematically compiled in a way that would help scientists assess the potential short-term and long-term effects of such events. This 2-volume series compiles and summarizes thousands of data sets showing the status of habitats and biota in the Gulf of Mexico before the Deepwater Horizon Oil Spill. Volume 2 covers historical data on commercial and recreational fisheries, with an analysis of marketing trends and drivers; ecology, populations and risks to birds, sea turtles and marine mammals in the Gulf; and diseases and mortalities of fish and other animals that inhabit the Gulf of Mexico.

Book excerpt: Potentially harmful contact between fisheries and marine vulnerable species represents a global conservation issue and efforts to mitigate the negative repercussions of these interactions belong in strategies for ensuring the sustainability of fisheries. This literature review offers a survey of mitigation measures and techniques that have been developed and tested around the world, aiming to address both the incidental catch of highly mobile species – specifically, cetaceans, seabirds, sharks and rays, and sea turtles – and depredation caused by dolphins. Based on research detailed in over 300 documents, including peer-reviewed publications, reports from international organizations and papers available on the internet, most of the mitigation techniques illustrated are still under development, with only a few already adopted through legislation. The selected mitigation measures are grouped by main types of fishing gear – gillnets and trammel nets, longlines and lines, trawls, purse seines, traps and pots – and further subdivided according to which of the four main groups of vulnerable species – cetaceans, seabirds, sharks and rays, or sea turtles – they are designed to protect. Preventive and curative approaches covering both technical measures (gear modifications, strategies, as well as acoustic, visual, magnetic and chemosensory deterrents) and management measures are described.
